Djibouti's kite scene is a single spot: Maskali, a coral island in the Gulf of Tadjoura reachable only by boat from Djibouti City, near neighboring Moucha.

The water runs shallow and clear over flat sections, chop and small waves, and locals ride it on the incoming tide. The wind window is narrow — June and July only — which makes this a detour for divers and desert travelers already in the Gulf of Tadjoura rather than a dedicated kite trip. One spot, one season, no infrastructure to speak of.
