Austria's kite scene is one spot: Podersdorf am See on Lake Neusiedl in Burgenland, a shallow flat-water lake with marked kite zones, schools and shops built around it.
Thermal wind favors spring and autumn - March through May, then September into October - rather than midsummer. It's a freshwater, flat-water proposition through and through, with none of the sea-swell variety bigger coastal countries offer. Suits freestylers and flat-water riders working on tricks, not wave hunters.
