Costa Rica's kiting splits between one freshwater lake and one sheltered bay, both in Guanacaste.
Tico Wind, on the wind-funneled west end of Lake Arenal near Tilarán, runs November to April on NE-ENE trades, with no tides and clean chop. Bahía Salinas, near the Nicaraguan border, holds Playa Copal and Playa Papaturro in a protected, shallow, no-shorebreak bay worked by Papagayo wind from November into June.
It's a two-venue country: lake chop for wind-swell, bay water for anyone who wants flat and forgiving.
