Kuwait
Summer Shamal wind is the whole story in Kuwait, peaking in June and July across three documented spots.
South of Kuwait City, Power Plant Beach and Alzour Beach sit near Mina Said and Al Khiran on the southern Gulf coast, both sandy with flat-to-choppy water and small waves when the onshore wind builds, reached by a roughly 100km drive with 4x4 access.
Turtle Park, inside the city itself, logs about 179 windy days a year on flat water but has no kite school. It suits self-sufficient riders timing a narrow window, not a destination with infrastructure built around it.
The Kuwait country guide — entry rules, money, driving and local kite rules — is not written yet.
When to go

share of days the windiest town in season is windy
Nothing has been measured or modelled for this place: twelve months and no figure in any of them.
No place here is in season in January, February, March, April, May, August, September, October, November and December, so those months carry no figure rather than a zero.

the most spots first
The cards are in the order of how many spots each place holds. None of them carries a wind score: the atlas scores wind reliability one spot at a time, against a named weather station and the distance to it, and a place that groups several spots has no single station to stand behind one number. The month calendar above is what this page can say about the wind.
