Mui Ne runs on a reliable northeast monsoon from November to April along the Nguyen Dinh Chieu beach road, with schools, budget guesthouses and named breaks like Malibu Beach and Turtle Island filling out the strip.
Phan Rang trades that built-up strip for My Hoa Lagoon, a shallow reef-protected flat-water spot in a drier, dustier, more local province with Cham ruins instead of resorts.
Vung Tau, closer to Ho Chi Minh City, adds an uncrowded beach-break option outside the main monsoon corridor.

Reports on Mui Ne separately state that an international driver's license is required and that driving without a Vietnamese driver's license is illegal in Vietnam; see contradictions.
Road safetyMotorbike accidents are common and have proven fatal (2026). A local rumour puts traffic deaths in the Mui Ne area at up to 30 a month; it is a rumour, not an official statistic.
Rental trapsNever leave your passport as collateral for a motorbike rental; shops have been known to claim damage to extort payment (2026). Mui Ne motorbike rental rates run roughly 120,000 VND/24hr for a manual and ~230,000 VND/24hr for an automatic (date of that pricing not stated, treat as approximate).
Police stopsIf involved in a traffic accident you may be barred from leaving Vietnam until the police investigation concludes. Drink-driving enforcement is strict: any detectable alcohol can mean fines or imprisonment (2026).

Where records disagree
- International Driving Permit requirement is stated plainly by UK gov.uk (IDP + home license required) but Wikivoyage's Mui Ne page implies driving without a Vietnamese license is illegal regardless of an IDP ('bring an international driver's licence if you do not own a Vietnamese one — driving without Vietnamese driver's license is illegal in Vietnam'), which reads as inconsistent with a straightforward IDP-only requirement. Confirm current rules (Vietnam has historically not recognized the 1968 IDP convention for all license classes) before renting a motorbike.
