Boracay
Boracay is a full-blown tropical resort island that happens to have one of the most reliable kite lagoons in Asia on its back side - so you get five-star infrastructure, English everywhere, and a 24/7 party a five-minute tricycle ride away, at the cost of crowding, tourist pricing, and a beach scene run largely by package operators. It works brilliantly for beginners taking lessons, couples who want one partner kiting and one on a spa lounger, and digital nomads who need real wifi and flights that actually connect. It works less well for kiters chasing an empty, wild spot, budget backpackers (prices run high by Philippine standards), or anyone allergic to organized mass tourism - Bulabog itself is small and gets busy in peak Amihan months. Base on Bulabog if kiting is your whole trip; base on White Beach if you want the island's actual social life within walking distance of the wind.

Editor's brief
Three facts orient everything. (1) Bulabog is a reef-closed lagoon about 2.6 km by 700 m, with the island's north and south hills funnelling the NE amihan side-onshore at 15-30 knots, averaging 18-20, from end of October to end of April - December to February windiest. Reliability here is terrain, not luck. (2) The kite beach and the party beach are 5-10 minutes apart on foot, so choosing a base is a decision about noise and price, not about access to wind. (3) Every fee figure in the older guides is wrong: the foreigner environmental fee is PHP 300 and the terminal fee PHP 150 each way - about PHP 1,000 per adult in government fees for a round trip, plus the boat ticket. Logistics: fly Caticlan (MPH), 2 km from the jetty, tricycle PHP 50-150, crossing 10-15 minutes, packaged door-to-door PHP 800 shared or PHP 950 private, 45-65 minutes total. Kalibo saves airfare and costs 2-2.5 hours and PHP 1,100-1,550 to undo. You cannot bring a car - private vehicles do not cross. Tricycles and e-trikes at PHP 20 shared, PHP 100-200 private, cover the whole island. Two hard gates before boarding: a confirmed hotel booking, and an etravel.gov.ph QR code registered free within 72 hours. Best bases, measured from the school: Levantin (~300 m, beachfront, the property riders name first, bar shuts at 22:00); 7Stones (~200 m, beachfront, kitchens, 26 m pool - the pick when one of you rides and one doesn't); Ferra (~300 m, 200 m inland, rooftop pool, PHP 2,600). The budget floor on the kite side is about PHP 1,026 (Happiness Hostel). The Lazy Dog now lists at PHP 1,600, not the PHP 2,600 the stale guides carry. What nobody tells you, part one: storage at Isla Kitesurfing is PHP 300/day, PHP 1,500/week, PHP 4,500/month and includes compressor, launch and landing help, showers, wifi, washing and repair. For a month it costs less than two nights of a room - so bring your own kit. Rental is gated behind IKO level 3 anyway, and day rates are published nowhere. Part two: lessons have real numbers now - PHP 6,000 discovery, PHP 12,000 per level, PHP 36,000 for the full Level 1-3 arc to independent rider; PHP 4,000/hour for private advanced coaching. Part three: medical cover is better than the island reads. Ciriaco S. Tirol Hospital is 24-hour with an ER in Balabag, the same barangay as the launch, and Scandi Clinic sits on Bulabog itself. Advanced cases still fly to Kalibo, Iloilo or Manila; the hyperbaric chamber at Saint Gabriel was 'opening soon' in September 2025 and is unconfirmed. Part four: power is the underrated risk. AKELCO runs 12-17 MW short at afternoon and evening peak and took a PHP 3.57/kWh increase in July 2026. Ask whether the generator covers aircon or only the lights. ATMs cap at PHP 10,000 with a PHP 250 foreign-card fee and genuinely run dry over weekends. Bulabog is riding water, not swimming water - reef-floored, bring booties. The honest position on cleanliness: the sewage warnings read as pre-2018 rehabilitation, the 2026 guides raise none, and the last public measurement anyone can cite is from 2017. Decision one: Caticlan convenience versus Kalibo airfare. Decision two: walk-to-the-water quiet on Bulabog versus choice and noise on White Beach, when the walk is ten minutes either way. Decision three: own gear plus PHP 4,500 monthly storage versus renting at prices nobody will publish. Decision four: peak December-February wind at peak prices and a congested lagoon, versus the November and March-April shoulders - which is what riders mean when they call Bulabog crowded. One structural watch item: the PHP 7.78 billion, 2.5 km Caticlan-Boracay bridge was awarded to San Miguel Holdings, but as of April 2026 construction has not started and approvals are outstanding. Nothing changes yet; if it is built, this entire logistics section is rewritten.
What nobody tells you first
- Bulabog is a lagoon shared by many schools and independent riders in peak Amihan months - expect a busy, sometimes congested launch area, not an empty beach.
- The Caticlan-Boracay boat crossing can be halted in bad weather, which can strand arriving or departing travelers for a day or more - build slack into flight connections.
- White Beach itself bans beach chairs, vendors, smoking, and fires within a shoreline buffer zone post-2018 rehab - don't expect the old free-for-all beach vibe.
- Tricycle drivers commonly quote inflated 'foreigner' fares - confirm the price before getting in.
- Bulabog's water quality has drawn complaints in some visitor reports, particularly outside the main tourist season - it's worth checking recent conditions rather than assuming resort-brochure clarity.
- Petty theft of unattended bags/phones/gear on the beach is the realistic risk, not violent crime - use school storage rather than leaving kit on the sand.
- The crossing fees quadrupled and most guides have not caught up: the environmental fee for foreigners is PHP 300 (not PHP 75) and the terminal fee PHP 150 (not PHP 100), each way. Budget about PHP 1,000 per foreign adult in government fees for a round trip, on top of the boat ticket.
- Power is the quiet risk, not water or wifi. AKELCO's own board shows the co-op short 12-17 MW at afternoon and evening peak, and a July 2026 tariff spike (PHP 15.6756/kWh before regulatory smoothing, up PHP 3.57 in a month) means resorts are watching generator fuel costs. Ask your property whether its generator covers aircon or only the lights.
- Bulabog is not a swimming beach - reef-floored and rocky in places - so bring booties or reef shoes and don't plan on a post-session swim there. The swimming happens on White Beach, 5-10 minutes' walk over the interior road.

How booking works here: Two hard gates before arrival, not one. (1) A confirmed hotel booking is required to board the Caticlan-Boracay boat. (2) Since 2026 every traveller entering the Philippines must register free at etravel.gov.ph within 72 hours of departure and present the QR code at immigration. Bulabog rooms are booked through standard platforms; the kite schools sell storage separately (PHP 300/day, PHP 4,500/month) rather than bundling it, so a 'kite package' is usually two transactions.
