Getting on the water Rules & access Wind Water

Songjeong is a 1.2 km sandy bay on Busan's northeastern Haeundae-gu coast, and it is a surf beach first, promoted locally as one of Korea's main ones. It turns up in kite directories and wind apps, but the local evidence covers surfing, SUP paddling and general water leisure, and no resident kite scene shows up in Korean-language material.

Wind and season

Monthly average wind is 5-9 kt. The best 12-kt-plus frequency lands in winter and early spring rather than midsummer, and the winter direction is offshore, which is the catch in calling winter the season.

Water conditions and planning

Water is shallow and sandy near shore with chop and wind swell most days, bigger surf in a typhoon or low-pressure window. The hills behind make it gusty. July and August are the months that decide the trip, because swimmers, the surf zone, parasols and beach operations squeeze the usable water. Come with a foil or a large kite, treat it as a local-knowledge option, and confirm what Haeundae-gu currently permits before you rig.

Getting on the water

The launchLong sandy beach, officially around 1.2 km long and 30-60 m wide. In summer the beach operation, the parasols, the swimmers, the surf schools and a narrow marine-leisure and surf zone can leave kite launching impractical or prohibited without local confirmation.

If it goes wrongNo kite rescue.During the opening period lifeguards work the swimming zone and the beach office is the first point of contact - Songjeong administrative service office, 051-749-5800; marine emergencies go to 119, and Busan Coast Guard's maritime safety division is on 051-664-2251.A private water-leisure rescue team was set up for Songjeong and Haeundae in 2021 to cover the period after the swimming season; its current status is unconfirmed.Outside the beach season there is no organised cover.

2026: Songjeong Beach is open 26 June to 31 August, 09:00-18:00. Inside the swimming zone, use of water-leisure craft is prohibited, with the designated surfing section the only stated exception; swimmers must stay inside the limit buoys, and camping, cooking, vending, fishing and fireworks on the sand are banned.

Coast Guard notice

Separately, Busan Coast Guard notice 2021-37, in force since 29 September 2021 and applying year-round, closes the water within 100 m of the Songjeong shoreline to powered water-leisure craft, from the end of the Haeundae bridge observation deck to Songjeonghaebyeon-ro 11-14, with a 10 m safety zone at the Gudeokpo end; kiteboarding is not a powered craft and is not named in that notice.

Lane changes

2023: the July-August marine-leisure and surf lane was reported to shrink from 240 m to 120 m, leaving ordinary surfers often unable to use it during the swimming season. Nothing published confirms a kiteboarding permit or a club-membership requirement either way - ask the Songjeong beach office on 051-749-5800 before rigging.

On a light forecast the early afternoon is the only window, and in the beach season the sand closes at 18:00 anyway.
