Normandy runs on tide and local schools rather than big wind: Cap Cabourg is home to Le Menhir Normandie Kite, riding sandbanks that stay shallow at low water, and Houlgate runs small-group lessons by radio into low-tide natural pools sheltered from waves.
Saint-Aubin-sur-Mer's Albâtre Kitesurf works the coast from March to November, while Ouistreham's Baie de la Pointe du Siège, on the Orne estuary, only works at high tide.

Agon-CoutainvilleManche, Coutances coast20222022: the Agon-Coutainville permanent municipal beach order (n°139/2022, Plage de l'ecole de voile) sets a seasonal supervised swimming zone up to 140 m long by 100 m wide, marked by red-and-yellow flags and yellow buoys; kitesurf, along with sailing, windsurf, canoe, kayak and surf, is forbidden inside that zone, though inflatable bathing accessories are allowed.

HoulgateCalvados, Cote Fleurie20262026: a maritime-prefecture order regulating navigation in Houlgate's 300 m coastal band sets three seasonal channels, active 1 May-30 September once the buoys are placed: a 150 m-wide channel between the Rue Sebastien-de-Neufville groin and the Rue du Drochon reserved exclusively for kitesurf and windsurf; an 88 m-wide channel east of the Rue des Bains-Chauds open to windsurf and other non-motorised craft but explicitly excluding kitesurf; and a 47 m-wide channel west of the Rue Dupont-de-l'Eure for motorised craft.

Siouville-HagueManche, Cotentin west coast2026has a date window2026: under the standing municipal beach order, nautical activities including sailing, windsurfing, surfing, kitesurf and paddle are forbidden inside the supervised bathing zone; motorised craft are banned on all municipal beaches from 1 July to 15 September, 09:00-19:00. The bathing zone is the flagged water in front of the rescue post on the cale John-Hunter, supervised in July and August from 09:00 to 19:00, and surf schools work that same stretch in summer.
