North to northeast wind is what you want, and on a fair-weather afternoon the sea breeze reportedly builds on it. The water is shallow for a long way out, which sounds like a learning spot until you factor in the tide window and the company: fishermen and hunters use the bay, and the sailing school is right there. Clinique de la Planche, the school in Ouistreham, only works the bay with more than 5 m of tide and otherwise goes to Ouistreham/Riva Bella, to Merville-Franceville or to the Baie de Sallenelles depending on the tide, on the weather and on the crowd. The rules are the awkward part. The 2026 Ouistreham beach-police order leaves Pointe du Siege out of its own zoning because the area is protected and regulated by the port authority, and the port has published nothing on kites there; swimming at the point is formally forbidden because of the currents. The water is cold all year, about 18 C in summer and 9 C in winter, so a full suit every month. Nobody has published wind statistics or a normal kite size for the spot.

If it goes wrong
Sea rescue is CROSS Jobourg, on 196 from a phone or VHF channel 16 (2026). The town's lifeguards cover the marked Riva-Bella bathing zones and not this beach: the point is left out of the town's beach zoning, sits inside the port's administrative limits, and swimming there is formally forbidden in 2026 because of the currents.
Rules and access
2026: the Ouistreham beach-police order (arrêté n°ARR2026-188, 9 March 2026) covers the Riva-Bella/Est/Pietonne zones. Once the seasonal buoys are in, 'engins aérotractés', kites included, are banned inside the 300 m band of the RIVA zone except in the eastern Chenal n°3, and swimming is banned inside Chenal n°3 itself. Pointe du Siège is expressly left out of that zoning (article 1.2.3): the order calls it a distinct protected area under the police authority of the Port de Caen-Ouistreham, and adds that swimming there, inside the port's administrative limits, is formally forbidden because of currents and danger. The port's own 2025 police regulation and its 2026 operating rules say nothing specific about kitesurfing at Pointe du Siège.
Merville-Franceville-Plage
Merville-Franceville-Plage is the big Normandy learning beach, a huge sandy stretch on the Calvados coast at the Orne estuary, between Cabourg and Caen.

No rocks, a gentle slope, and sandbanks that leave flat shallow water at lower tides and open water with wave sections when the tide is in; it is rideable at every stage, you just get different water. The classic day is a northeast summer sea breeze, squeezed by the Orne estuary, reaching about 16-18 knots in the afternoon. NE, N, NW and W all work, and NW brings waves. South and southwest are offshore and gusty; do not ride them alone. Kite-R Evolution has taught here since 2002, with its school near lifeguard post no. 3, and the kite area is on the west side of the beach off Boulevard Wattier. Kiting is allowed year-round, but from 16 June to 15 September you are confined to the sector from the Orne estuary to kite channel no. 1, and the far-west 300 m is a protected reserve, closed to kites at all times. The water is cold, about 18 C in summer and 9 C in winter, so it is a wetsuit beach even in August, and there is current near the Orne mouth whose strength nobody has pinned down.
Getting on the water
Dedicated kite area on the west side of the beach, reached from Boulevard Wattier; the kite school is near lifeguard post no. 3.
If it goes wrong
Lifeguarded municipal posts cover the beach during the summer surveillance season, and the kite area sits beside post no. 3. Kite-R has its base on site with showers, lockers, rinsing and a clubhouse; Clinique de la Planche instructors sometimes work from a boat depending on beach and weather, and a school boat is reportedly used to cover the offshore SW angle. Nothing dedicated to independent riders outside school hours or outside the surveillance season.

2026: kitesurf is authorized all year over the whole beach except from 16/06 to 15/09, when it is allowed only from the Orne estuary to kite channel no. 1; the far-west 300 m is forbidden under the protected reserve order.
Cap Cabourg
Cap Cabourg is the sandbank beach at the mouth of the Dives on the Normandy coast, and it is the home spot of the Le Menhir Normandie Kite school.

Cap Cabourg: the long version, the launch and the rules

Low tide is the reason to come: the big banks kill the waves and leave flat, standable water, and the beach launch is wide and clear about 50 m from the shop. At high tide the water turns to chop and the space opens up; at low tide the space shrinks hard, and on big coefficients there is current in the channels between the banks. Working directions are WSW, W, NW, N, NE. S-sector wind is offshore here and is a school-boat condition, not a beach-launch one. The water is cold, 19.3 C in August and 8.5 C in winter, so a 4/3 is normal in summer and a hooded 5/4 with boots and gloves is the winter kit. Stronger wind runs November to March, while the school is open 14 March to 15 November 2026. Whether the nautical zone is reserved year-round or only marked in summer is not settled; two posted notices say different things and the municipal arrêté was not found.

Direct sandy beach launch at Cap Cabourg, about 50 m from Le Menhir shop/school, with a wide and clear take-off area.
If it goes wrong
The school's semi-rigid goes out behind its own trainees when the wind is in the southerly, offshore sector; there is no club boat, lifeguard post or organised cover for independent riders at the cape. From shore, 196 is the free French sea-emergency number and reaches the rescue coordination centres, with CROSS Jobourg covering the Calvados coast and VHF 16 the distress channel. The town does staff numbered lifeguard posts in summer, but they sit along the main bathing beach, not at Cap Cabourg.
Rules and access
2026: two posted descriptions of the same water disagree. One has the Cap Cabourg zone reserved for nautical activities all year, summer included, with no bathing buoys and no restriction; the other has a marked kite area that exists only in summer and must be respected. No municipal or prefectural arrete fixing the zone appears on the town's administrative-acts index, so the marked area on the sand is the working boundary and the shop on the beach is the place to check it before rigging.
Houlgate
Houlgate is a wide town beach on the Cote Fleurie, north-facing, and the wind you want sits anywhere from west through north-east: W to NW side-onshore, N straight on, NE side-on again.

South-sector wind is offshore, and the only people out then are the lesson groups behind the school's boat. At low tide the sand holds natural pools sheltered from the waves, flat and standable; on the way through mid tide the baïnes fill for an hour or two of shallow flat water, and around high tide it is chop and small waves with some standing depth. The catch is the river mouth: strong current on the outgoing tide and at high water, plus boats. In E/NE wind the Vaches Noires cliffs disturb the flow, and it can blow 5-10 knots more than forecast. October to March is the wind season, with a reported 21.8-knot average whose basis is unconfirmed; summer gives a thermal of about 16-17 knots late in the evening. From 1 May to 30 September a 150 m channel between the Rue Sebastien-de-Neufville groin and Rue du Drochon is the only lane for kites inside the 300 m band, once the buoys are in; the channels are drawn around the swimming zones fixed by a 2020 municipal order. Lessons run from age 12 with radio coaching from the local school at 78 Rue des Bains.
Getting on the water
Wide sandy launch on Plage de Houlgate in front of the town; the school is at 78 Rue des Bains. Riders use the Temple car park next to the local kite association. Two riding sectors are in use: one past the lifeguard post towards Dives-sur-Mer, the other beyond the Casino and its post towards the cliffs.
If it goes wrong
2026: two seasonal beach posts, Le Temple and Le Casino, staffed by SNSM lifeguards with a paddle board, an inflatable rescue boat and a quad between them. The Casino post is manned weekends and public holidays from 1 May, 11:30-18:30; both posts open daily from 4 July. Outside those dates and hours nobody is watching the water, which covers the whole of the good wind season. At sea, call 196 or VHF channel 16; from the beach, 112. The school runs its lessons with radios and puts a boat out for offshore S-sector conditions, and that boat is for its own students.
Rules and access
2026: a maritime-prefecture order regulating navigation in Houlgate's 300 m coastal band sets three seasonal channels, active 1 May-30 September once the buoys are placed: a 150 m-wide channel between the Rue Sebastien-de-Neufville groin and the Rue du Drochon reserved exclusively for kitesurf and windsurf; an 88 m-wide channel east of the Rue des Bains-Chauds open to windsurf and other non-motorised craft but explicitly excluding kitesurf; and a 47 m-wide channel west of the Rue Dupont-de-l'Eure for motorised craft. Outside these channels, navigation, mooring and beach-craft circulation are restricted in the 300 m band, and speed inside the channels is capped at 5 knots; the order applies only once the seasonal buoyage is physically in place. A separate municipal order (n°20-08, 8 July 2020) sets the two supervised-swimming-zone boundaries and dates that this channel scheme is built around.
