The spot

General Luna Lagoon is shallow, flat water behind a reef on Siargao, with schools teaching from beachfront bases at Katig and at Bravo on the Pesangan side. It is forgiving ground for a beginner or for a rider working on something new, as long as the tide has left enough depth in it.

Season and wind

The season is the Amihan northeast monsoon: December through March is the best-supported stretch, and some years stay usable into April. The wind is NE-family trade wind and it is steady more often than it is strong, so the big kite and the foil earn their baggage fee.

Outside the lagoon

Outside the lagoon there is reef, coral, current and surf traffic toward Cloud 9, which is a different spot for a different rider. General Luna is a surf town first, so the no-wind days take care of themselves and the boats, surfers and reef edges are the part that needs attention. Come with a 14 m and some patience for light wind; skip it if you need 25 knots to enjoy yourself.

For 75-85 kg the 12 m is the workhorse, because this lagoon runs light more often than it runs strong.A 14 m is worth carrying for the 10-14 kt days that make up much of the season, and a 9-10 m covers the stronger January-March spells.Most riders here sit somewhere in the 9-12 m band; if you are bringing one kite, bring the big one.

Shallow flat water inside the reef, standable across much of it at a normal tide, with the school area waist deep or less. Depth is entirely tide-driven: the patch that works for a first lesson is too thin to ride at the bottom of a big low.

Siargao's east coast runs a diurnal tide, one high and one low a day, so the usable window walks forward through the week instead of repeating every twelve hours. High, rising and falling water all work.The bottom of a low pulls the depth out of the lagoon and puts reef within reach, and a foil needs more water than anything else you can ride here. School-based and nothing else.

Lessons and supervised rentals run with radio assistance from the instructor and a buoyancy aid is issued; there is no lifeguard, patrol boat or public rescue on the lagoon, and an independent rider is alone between the reef and the fishing boats.

Reef cuts are the injury that actually happens here and they infect fast, so clean and cover them the same day.

The lagoon sits inside the Siargao Island Protected Landscape and Seascape, a 283,974 ha national protected area legislated in 2018. Destroying coral reefs and seagrass beds, dumping or littering in the water, and putting up structures without the protected-area board's clearance are offences carrying fines from PHP 200,000 under that 2018 act, plus prison terms.
2026: no General Luna or barangay ordinance specific to kitesurfing - no permit, launch fee or seasonal closure - was found. Access runs through the beachfront hotels and schools that hold the launches.
Renting gear without an instructor means showing an IKO level or passing a rider's exam at the school; buoyancy aids are issued with lessons and rentals and swimming ability is required.
Sessions are set a day ahead against wind and tide rather than by turning up on spec.

Use a local school or guide for the first session to learn the usable launch, the reef exits and the boat routes; Cloud 9 is a five-minute tuk-tuk away for the no-wind days, and there are plenty of those.

Airport

Sayak Airport / Siargao Airport (IAO)

Route

Fly into Sayak (IAO) from Manila or Cebu, then van or shuttle for the run down to General Luna; vans wait for arrivals and the fare is negotiable. Ferry routes reach Siargao from Surigao City for anyone routing overland, and take considerably longer than flying.

Transfer

About 45-50 minutes by shared van from Sayak Airport to General Luna - the airport-to-Cloud 9 leg is roughly 45 minutes and General Luna is about 5 minutes further, around PHP 30 per person on that last hop. A private car quote of about 30 minutes is also given for the same distance.
