The spot

Jebel Ali Beach is the southern end of Dubai, out by Palm Jebel Ali and Mina Jebel Ali, and it is one of three beaches where kitesurfing is authorised in the emirate as of 2026. You come for the space and for water that is emptier and flatter than the city beaches, though it is shallow chop more often than it is glass.

Wind and seasons

Wind is the problem. Rideable afternoons depend on a northerly shamal or on the thermal, and winter is the season everyone names.

Facilities and rescue

Facilities are thin next to Kite Beach: limited toilets, showers, changing rooms and cafes on the public beach. Access could move while the Jebel Ali Beach Development Project and the Palm Jebel Ali works run.

Good for lessons and for progression with a school around; if you ride independently, come self-sufficient, because kitesurf-specific rescue cover here is unconfirmed.

Rescue

Dubai Municipality staffs the larger public beaches over peak holiday periods; for Eid Al Adha 2024 it put 140 safety and rescue staff across eight supervised public beaches, Jebel Ali among them. There is no permanent kitesurf rescue boat, and riding alone here is a bad idea because help can be thin.

2026: Jebel Ali Public Beach is listed as one of three authorised kitesurfing beaches in Dubai alongside Kite Beach at Umm Suqeim 1 and Nessnass at Jumeirah 3, and lessons run from it.

Disputed zones

That count is disputed, with the emirate's designated kite zones given elsewhere as Kite Beach and Nessnass only and launching and landing restricted to those two. No kitesurfing licence is generally needed in the emirate, but riders must stay inside the designated kite zones.

Camping and status

2020: Dubai Municipality allows caravan camping at Jebel Ali Beach with a free 30-day permit. No Dubai Municipality kitesurf ordinance naming Jebel Ali was found, and an undated warning has the beach officially closed for construction.

Ride N to NW forecasts. Anything offshore, stay on the sand.

Bring water, shade, sunscreen and food; the public beach has few facilities.

Do not ride alone until you know who covers rescue and what the current rules are.
The sea averages about 33 C in August and about 22 C in February, so boardshorts nearly all year and a thin top or shorty on the coolest winter mornings.
Watch the sand for vehicles and shells, and give turtles room in the shallows.
The window is narrow: wind commonly builds early afternoon and is gone by around 17:30, so a late arrival is a wasted drive.
