Laguna Garzon is the shallow flat lagoon on the Maldonado and Rocha border where Uruguay teaches people to kite. Learners stand up in it; average depth is reportedly about 0.5 m. Summer wind is usually E, SE or NE and often does not fill in until around 16:00, so plan on a late session rather than a dawn one.
Riding is regulated: the environment ministry runs delimited zones, you register before you start and again when you finish, and the cap is 30 kiters per zone. The reason is that the best sector overlaps bird and invertebrate habitat and the sand bar where the lagoon swaps water with the Atlantic.
Wind is modest, 9-10 kt on monthly averages and 14-16 kt on the good afternoons, so this is school and freeride water; if you came for power, keep driving. December and January are the pick, with October and November also high season and a quieter beach.
The registration channel moved from WhatsApp in 2022 to an online form in 2023 and nobody has confirmed which one is live in 2026, so ask before you rig.

Typical strength

14-16 kt in the afternoon is the figure riders quote. The monthly average of about 9-10 kt comes from a 12 kt windy-day threshold that leaves thermal wind out, so the two numbers describe different things.

School-grade lagoon water with light to medium wind. Reportedly usable 3-5 days a week in summer and 1-3 days a week the rest of the year.
Dec-Mar and Oct-Nov are high season, Sep/Apr/May medium, Jun-Aug low. December and January are the best of it, inside a comfortable window from October/November to April/May.

Rescue

No public kite rescue and no safety boat for independent riders. The schools cover their own lessons and rentals. The protected area keeps park rangers with an office at Laguna Garzón, reachable on 092 374035; they are the enforcement and the point of contact, not a rescue service.

Rules & access
Kitesurfing at Laguna Garzón is regulated inside Uruguay's protected-area system under RM 461/2020, in force since 15 December 2020, extended by RM 382/2022. Register before you start the session and again when you finish, ride only the delimited zones on the official map, use the access points and parking marked in red on that map, and keep to the cap of 30 riders at a time per zone.
The 2023 instructions send registration to the environment ministry's own kitesurf page; the two zones by the bridge and a WhatsApp check-in date from a 2022 Maldonado notice. Which channel is live in 2026 is unconfirmed, and the ministry kitesurf page did not load when checked, so confirm on site or with the rangers on 092 374035 before you rig.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Register before you launch and again when you land, and confirm the current zone map on the spot: the zones are capped at 30 riders each.
  • Learn and freeride inside the lagoon; treat the ocean side as a separate, more exposed session.
  • Turn up for the afternoon. The breeze often arrives around 16:00 and the morning is usually a write-off.
  • Keep off the unmarked shoreline and the access tracks; the bird habitat is why the zones exist at all.
  • Sleep in Jose Ignacio, El Caracol or Punta del Este, or on the school ground on Ruta 10 if you want the lagoon at the end of the path.
