Las Terrenas is on the north side of the Samaná Peninsula, and the kite spot is Kite Beach El Portillo east of town, off Calle 27 de Febrero, not the beach in the centre.
El Portillo is a lagoon behind a reef: flat and warm at low tide, some chop at high tide, rolling waves of about 1 m outside the reef, shallow for 30-50 m from shore and then deep.
The wind is the trades, E to NE, with a thermal on top; it fills in around noon to 1 pm, sits at 15-20 kt through the afternoon and eases near 6 pm. Models under-call the thermal by about 5 kt.
March to July is the safest bet, June-August the strongest, October-November the months to avoid; the full season is given as December to September. Fewer kites than Cabarete, weaker wind, warmer flat water: better for learning, duller for big air.
Watch the reef inside the lagoon, single coral heads that stand proud at low tide and get hard to see in the late-afternoon light; beginners drifting downwind reach them. Kites for a 75 kg rider are 12 m and 9 m. Whether lifeguards are on the beach every windy day is unconfirmed, and no municipal kite rule was found.

Rescue

Rescue and lifeguards are listed for Portillo, but no provider, schedule, phone number or price has been published anywhere. In practice the cover on the water is the schools working the lagoon.
Riding independently, plan on self-rescue: the water is shallow for the first 30-50 m and the wind is cross-on, so a swim ends on sand rather than out through the reef pass.

Launch

Main school riding is at Playa El Portillo/Kite Beach El Portillo east of Las Terrenas, accessed from Calle 27 de Febrero. It is a long sandy beach that is not very wide, with more space and less gusty wind near the point; the shallow lagoon can get busy in high season.

  • Reef separates the lagoon from open ocean; single small reef/coral patches are present inside the riding area and can protrude or become harder to see at low tide or late afternoon.
  • Beginners who drift downwind end up on the reef; reef shoes until you can hold upwind and control the kite.
  • Punta Popy has reefs to the east and around the point and a small shore break where wind is onshore.
  • Playa Cosón has waves and slightly offshore wind; treat it as advanced only.

  • 2026: no municipal, port-authority or beach-specific kite regulation for El Portillo turned up in Spanish or English sources; the lagoon runs on local convention, not on posted rules.
  • 2026: no permit, fee or registration is required to rig and launch at Kite Beach El Portillo; the schools hold the inside of the lagoon for lessons through the afternoon, so leave the teaching area room.

  • Low tide for flat water, high tide to cover the coral heads; check the tide before rigging.
  • Rig at El Portillo, not Punta Popy: Popy is choppier and rockier and full of the public on Sundays. Cosón is offshore-leaning with waves, advanced only.
  • Fly in to Samaná El Catey (AZS), 30-35 minutes by road; Santo Domingo is about 139 km and 2 h 21 min, Punta Cana about 4 hours.

Samaná El Catey International Airport (AZS) is the closest airport; Santo Domingo Las Américas (SDQ) is a common international alternative.

Route

AZS to Las Terrenas is about 30-35 minutes by road. SDQ is about 139 km and roughly 2 h 21 min driving, whatever the shuttle adverts claim. Punta Cana is about 4 hours away.
