Praia das Milícias is the urban volcanic-sand beach at São Roque/Livramento, around 4 km east of Ponta Delgada and close to João Paulo II Airport, and it is São Miguel's main beach: parking, bars, restaurants, surveillance, Blue Flag, accessible-beach facilities.

For a wind rider it is a forecast-dependent Atlantic spot, not a trade-wind resort beach. It needs about 15 kt before it does anything, the useful directions are SE, SW and WSW, and the rideable days arrive with fronts in the windier half of the year rather than with an afternoon thermal.

Water and launch

The water state is mixed, chop through big waves, because the Milícias/Pópulo stretch is a beach break that works on south, east and west swells. Where you launch changes with the wind: the east/Prainha side in SE, the west side by the car park in WSW and SW. There is no live weather station at the spot, so compare what the beach is doing against the forecast and the nearby airport station before you rig.

Suitability and lifeguard

Milícias is a real kitesurf-used beach and not a teaching default, so an independent beginner should not treat it as one. The 2026 lifeguard season runs 15 June to 13 September and puts swimmers, surf-school lanes and kiters on the same sand.

Monthly means at the Ponta Delgada observatory, about 4 km west, run 10.0-10.4 knots in December and January, around 9-10 in October, November, February and March, and fall to 6.1-6.8 knots from June to August. Rideable sessions are frontal: 15-25 knots on the day a system crosses, nothing on the day it does not.

Summer: a shorty or a neoprene top is usually enough, more so in wind. Winter and early spring: 3/2 to 4/3 mm, with boots on the cold sessions. Derived from Ponta Delgada and Pópulo surf water temperatures rather than from any kite-school prescription.

The Azores surface current is weak, rarely reaching a knot, setting SE from December to April and S from May to November, and local wind changes its direction and strength more than the season does.Tidal currents run along this coast. Close in, the shoals off Ponta do Rosto de Cao just west of the beach disturb the water when there is size in the swell.

The beach itself is easy to reach for rescue - tarmac road, pedestrian access by steps and a ramp, every class of vehicle down to a quad can get on, and a boat can be run onto the sand.

2026: Milicias is an identified Azores bathing water with lifeguards from 15 June to 13 September. Kitesurf is named in the harbour master's standing edict for Sao Miguel: outside the port it is allowed only in daylight and up to one hour before sunset, with good visibility; during the bathing season windsurf and kitesurf are not permitted in bathing zones within 100 m of the beach; to launch or land inside a bathing zone you must use the marked recreational-craft corridors where they exist, and always outside the bathing area itself; riders going more than a mile offshore should go in a group, in a buoyant thermal suit and carrying communications.

Kite lanes and permits

Surf schools are licensed separately under the 2023 gliding-sports rules, which allow a maximum of four surf lanes at Milicias - more than at any other beach on the island - each marked by two signboards above the spring high-water line. No kite permit exists, and no kite corridor was found.
