There is a legal window rather than a thermal one. Under the 2026 Bari nautical regulation kitesurfing is allowed from one hour after sunrise to one hour before sunset. Levante is synoptic and has no dependable daily fill-in, so timing comes off the forecast.

Torre Quetta is Bari's kite beach, on the city's Adriatic seafront: chop and small waves, for intermediate and expert riders. It needs Levante. Tramontana and Maestrale make it impracticable, so a north or northwest forecast is a day off.
The shore is pebble and rock with breakwaters close in and the rigging space is small, which is why it is a poor beach to learn on without supervision, and why water shoes are part of the kit.
In 2015 two public launch corridors for windsurf and kitesurf were inaugurated inside the Big Air surf area, and that is what makes summer riding possible at all on a beach this busy; whether those corridors are still installed in 2026 is unconfirmed.
Getting there is the easy part: 19 minutes by car from Bari airport, or 44-46 minutes by train via Bari Centrale to the Bari Torre Quetta stop.

No wind measurement exists on this beach. The nearest long record, at Bari Karol Wojtyla airport, averages 7 kt with 25 kt mean gusts over 2000-2026, which is a regional figure and understates a good Levante on the coast. The kiteable days here are light to moderate rather than strong.

Rescue

No kite-specific rescue. Under the 2026 Bari safety ordinance the bathing-structure lifeguard service runs 09:00 to 19:00 through the 1 May to 30 September season, with one qualified assistant per 150 m of seafront, and it is a bathing service rather than a kite service.
Kiters here must wear a lifejacket permanently whatever the distance from shore, and carry a line-cutting tool and a working quick release. Sea emergencies go to 1530, the free coastguard blue number, or 112. Capitaneria di porto di Bari, Lungomare Antonio De Tullio 1, 080 5281511.

Launch

Small urban pebble-and-shingle beach on Bari's south seafront, with rocky sections, breakwaters close in and limited rigging space, used by the Big Air / Scuola Surf Bari operation.Since 2025 it has been a building site: the Costa Sud coastal-park scheme took the beach out of use, and in May 2026 the Comune confirmed it would not reopen for that summer, with the wider works around 40 per cent complete. Check whether the beach is open before you plan a session.

Rules & access
2026, Circondario marittimo di Bari, covering the Bari and Mola di Bari coast. Kitesurfing is allowed only from one hour after sunrise to one hour before sunset, beyond 200 m from the coast and within one nautical mile of it.
From 1 May to 30 September the sea out to 200 m from the waterline on low coast, and 100 m on cliffs, is reserved for bathers, and crossing it to launch or land is legal only inside an authorised corridor: 30 m wide at the shore, widening symmetrically to 80 m at 100 m out and holding that to 200 m, orange buoys no more than 20 m apart on a sunk line, white flags on the seaward mouth buoys, which must read RISERVATO AL TRANSITO KITESURF - VIETATA OGNI ALTRA ATTIVITA, and a matching sign on the shore.
Body-drag the first 100 m in and out, one kite at a time in that stretch, priority to riders coming in. Minimum age 16 outside federation or Lega Navale school activity. Lifejacket compulsory at all times, plus a quick release and a tool to cut the lines.
Kitesurfing is banned inside ports and near their entrances, on port approach routes and anchorages, within 100 m of navigation marks and of diver-down floats, at river and canal mouths, and within 200 m of merchant vessels or 300 m of naval ones.

Rider tips

  • Wear water shoes, because the beach is pebbles and rock.
  • Skip the drive on Tramontana or Maestrale days; neither wind works here.
  • In summer, launch inside the marked corridor and square it with the surf school area first.
  • Take the train to Bari Torre Quetta when the lungomare parking is full.
  • Check the beach is actually open before you plan anything: the Costa Sud works closed it in 2025 and it stayed shut for the 2026 season.
  • Carry the kit the 2026 Bari rules require of you: lifejacket on at all times, quick release working, line cutter in reach.
  • Ride between an hour after sunrise and an hour before sunset; outside that the session is illegal here whatever the wind is doing.
