- The Atlit headland and its Crusader castle ruins are inside a closed military naval base — there is no land access, and it's worth knowing the restricted zone when planning routes along that stretch of coast
- Bat Galim's main kite area (the 'Church' spot) has a shallow, sharp reef with a tricky entry/exit; Bat Galim in general is split into several named sub-spots that work different wind angles, so check which one suits the day's wind rather than defaulting to one beach
- Sabbath (Friday evening to Saturday) sharply reduces public transport frequency in Haifa — plan spot transfers around it if relying on trains or buses

That is the appeal and it is the problem. Access varies: some approaches involve a track or a walk, and the entries and exits get chosen with local knowledge rather than read off a map. The water is chop and small waves over changing depth, with rock and reef shelves in places, and it only goes flat when a strong easterly blows offshore. Those easterly days are the ones that hurt people; they get ridden with a rescue boat, not on optimism. Parts of this coast sit inside a reserve where most of the ground is closed military area, so confirm your access before you drive down with gear. Best in the transition seasons, when the northerlies run along this coast: N, W and NW at 15-28 kt. Not a spot to ride alone, and not a spot for your first season.
Getting on the water

If it goes wrong
Do not count on a lifeguard or on kite rescue. A strong offshore easterly session here needs a rescue boat arranged in advance, otherwise the drift takes you out. The only organized operation on this beach is a surf and SUP club (052-556-3566) running year-round, which is not a rescue service and lists no kite activity.

Potentially roomy on open sandy stretches, but entries, coves, rocks and access routes vary and require local knowledge.
Rules and access
Almost the whole Neve Yam coastal reserve is closed military ground, with the open exception a limited section of Neve Yam beach and Tamnun Island; the strip between Tamnun Island and Salt Island, south of the Atlit fortress, is inside the closed zone. The reserve covers 207.9 dunams, its Kibbutz Neve Yam section approved in 2011 and its Atlit section in April 2020. Entry to the reserve itself is free, while the beach facility at Neve Yam charges. No kite-specific permit, corridor or seasonal ban has been found.

Bat Galim is not one spot but three, strung along Haifa's Mediterranean waterfront under Mount Carmel: the Grass/Cable Car area, the Church spot and the Institute spot, each working a different wind angle.

Most kiting happens at the Church spot, over a shallow sharp reef, with an entry and an exit that punish hesitation. Summer gives a southerly to southwesterly sea breeze roughly 10:00-14:00; winter and the transition seasons bring the storm systems and the real strength, 10-35 kt across the year. Advanced only. Beginners never, intermediate riders only after a long think. Eastern wind has caused two deaths here, which is the sentence to remember when a forecast looks flat and offshore. There are lifeguards on the municipal bathing beach next door, and they have nothing to do with the reef you would be riding over. Come with booties and with someone who knows which launch belongs to today's direction.
Getting on the water
Bat Galim is a strip of Haifa waterfront below Mount Carmel, and it is four launches, not one. South to north: the Institute point, with a very small and complex launch used by experienced locals only; the Church, the main kite area, entered across sharp shallow reef and working best on south to south-southwest; the Grass/Cable Car area about 700 m north of the Church, which comes into its own when the wind carries a westerly component and gives longer, better-organised waves than the Church, with an awkward launch beside the promenade; and the Casino at the northern end, the cleanest and longest waves of the four with the least margin for error. Humphrey Hubert Street is the GPS access address.
If it goes wrong
Assume no rescue and be able to self-rescue. Municipal lifeguards cover the bathing beach in posted hours, not kite activity and not the reef sub-spots.

Limited and technical: crowded, awkward launches, shallow sharp reef at the Church spot, obstacles around the grass and promenade, and a very small complex launch at the Institute spot.
Rules and access
2026: follow local instructions, keep clear of pedestrians on the promenade and stay away from bathing and traffic areas. 2026: the Bat Galim lifeguard station runs 08:00-18:00 in bathing season, extended to 19:00 in July-August, with station 2 also working 08:00-15:30 through winter until the next bathing season.
