This is Latvia's quiet North Vidzeme shoreline along the Gulf of Riga — pine-backed sandy beaches, small villages, and a scattering of low-key kite spots strung along the coast road toward the Estonian border.
It suits self-driving, self-sufficient riders who like empty beaches and don't need a resort scene; Salacgrīva is the only stop of the three with real town amenities (bars, a pizzeria, shops), while Vitrupe and Svētciems are rural pull-offs with minimal infrastructure.

  • Wind direction matters for which beach is usable: sources give W/NW/SW for Vitrupe, NW/W/SW for Svētciems and N/W/SW for Salacgrīva, so plan which spot to drive to based on the day's direction rather than treating them interchangeably.

    The riding is open-sea Baltic chop with small waves rather than flat water, over a sandy beach with a gentle entry. West to north-west is the clearest favourable setup; a wider SSW-to-NNW sector is also given as usable, and the wind here is frontal rather than a daily thermal. What makes it worth the detour is the access: parking sits close to the beach off the A1 coastal road, so it fits a coast drive with no long walk-in, though amenities are limited. Nobody mentions the stones: 2-3 large ones sit in the water straight out from the launch. Walk the waterline before you ride. Summer weekends can go from empty to busy on one tourist bus, and there is no rescue cover of any kind on record here.

    Getting on the water

    Beach launch at Vitrupes pludmale near the Vitrupe River mouth, with parking by/near the A1 coastal road. The beach is wide and sandy; the launch area is medium rather than huge.

    If it goes wrong

    No dedicated kite rescue service is on record. Latvia's 2016 national coastal infrastructure plan identified the Vitrupe/Svētupes-Lielurga coast among places with insufficient safety/rescue provision and recommended preventive measures and improved emergency access.

    Rules and access

    2010: the water off this beach lies inside the Vitrupe-Tūja protected marine area, 3,577 ha of Natura 2000 reef habitat in the eastern Gulf of Riga, about 80 percent of it rocky reef. The same water is part of the North Vidzeme Biosphere Reserve, set up by law in 1997 with its individual protection and use rules in Cabinet Regulation No. 353 of 10 October 2000. What is protected is the reef bottom rather than the surface, and neither instrument was found to name kitesurfing. No Limbaži municipality rule covering Vitrupes pludmale turned up in the consolidated binding regulations as of 2026, so there is no local permit or marked kite zone, and nothing found that closes the beach. Bathing-water monitoring at Latvia's official swimming places runs 15 May to 15 September under Cabinet Regulation No. 692 of 28 November 2017; whether Vitrupe is on that list was not established.

    The beach faces west into the Gulf of Riga, so west wind is straight onshore and NW or SW come in cross-on. The shore zone is shallow, which is why the spot gets used for first tricks and lessons; the flat water sits either left of the beach or about 500 m to the right, and you have to go and find it rather than assume the whole frontage is smooth. The beach itself is narrow sand, with chop or small waves once you are out. Season is May to October in practice, though the monthly averages sit at 8-10 kt through the summer and 14-16 kt in the cold months, so the warm season is the light season. Rakari gives you parking, toilets, power, tables, a campground, a 200 m walk to the water. What catches people out is the temperature: upwelling can drop Gulf water from 17.3 C to 7.4 C, which is what happened at Mērsrags. The coast here is partly protected, so keep off the dunes and the vegetation.

    Getting on the water

    Beach launch from the Svētciems/Rakari access: a narrow sandy beach at Rakari Camping beach, 200 m on foot from the campground, with WC, power, tables. Rakari has a broad paid parking area and easy access.

    If it goes wrong

    No lifeguard station, rescue boat or organized kite rescue at Svētciems or Rakari; the only official record of the place is a 2016 national coastal infrastructure plan that rated emergency-service access here as sufficient. Sea emergencies go to 112, or to MRCC Riga, the Naval Forces coast guard coordination centre, on 115 or +371 67323103. The nearest people on site are at Rakari Resort, +371 26664447.

    Rules and access

    2026: no kite-specific zoning, permit, corridor or seasonal ban is published for Svētciems or Rakari beach. What applies is the national coastal dune protection belt, where it is prohibited to drive, stop or park motor vehicles off made roads without written permission from the local government, to fence off access to the sea or obstruct pedestrians, to place caravans, temporary or folding structures outside designated areas, and to alter the ground or damage the natural topsoil. The Rakari beach car park is paid, EUR 2-3 in 2026, and the walk to the water runs through the campground, so the site's own territory rules apply on the way down.

    One is the town beach at the river mouth, where the water in the Salaca away from the fairway is about 50 cm deep. The other is Kapteņu Osta by the marina: sand bottom, shallow, calmer gulf water in front of it. Sort out which one the locals are using before you unload, because the record does not settle it. The fairway is live, with boat traffic and navigation marks in the river, so it is a poor place to be learning a body drag. West to northwest is the favourable sector for the Kapteņu Osta shore; N, W or SW are the directions given for Salacgrīva itself. Season is May to October, with summer water at 17-20 C and winter around 2-3. Sunny days fill the town beach with beach users, which is the other reason to know where you are launching.

    Beach launch around Salacgrīva and/or Kapteiņu Osta: a maintained beach with easy town access, with the Kapteiņu Osta spot by the marina.

    If it goes wrong

    No lifeguard service is documented for the town beach or for the marina. Sea emergencies run through 112 or through the maritime rescue coordination centre in Riga on +371 67323103, which keeps a continuous radiotelephony watch on VHF Ch 16 and works on Ch 71; the same centre is the Latvian search-and-rescue point of contact. Both Salacgriva and Kuivizi are working harbours, so port traffic is often the nearest hull to you.

    Rules and access

    2022: the Salacgriva port regulations cover the river mouth in town and the Kuivizi basin, and they are the rule set that touches this launch. Swimming, fishing and angling inside the Salacgriva port water are permitted only in a 150 m stretch running from the road bridge over the Salaca toward the river mouth; fishing is banned across the whole Kuivizi port water. The Salacgriva fairway is 3,300 m long and 70 m wide, the Kuivizi fairway 3,500 m by 30 m, and the speed limit inside port waters is 5 knots. Craft under 24 m belong at the floating yacht berths, and boats under 12 m may use unbuilt shoreline only in coordination with the harbour. Nothing in the regulations names kitesurfing, so the fairway and the port water are places to keep out of, not places you have a right to be.
