The annual average wind direction at Liepāja Airport is southwest, which is side-onshore on this west-facing Baltic coast. The main city beach is long and sandy, shared with windsurfers and swimmers, and split into sections by signs that say which activity belongs where. The kite community and the training area sit at the beach end of Vaiņodes Street, on the southern city beach. This record covers that open beach; the Northern Breakwater at Karosta and Liepāja Lake are separate rides with their own directions and their own difficulty. Summer water is 18-20°C and winter 2-4°C, so the windiest months are also the ones that need the thickest rubber.
Getting on the water
Long sandy city beach; the local club/training area is at the beach end of Vaiņodes Street on the southern beach.
If it goes wrong
A rescue service works the city beach through the summer season and the lifeguard post sits on the central beach, next to the accessible entrance; the marked activity zones are part of the same setup. Outside the bathing season, and away from the bathing section, plan on self-rescue. Latvia's emergency number is 112.

2026: signs run the length of the beach marking which activity each section is for, and the marked active-recreation zone is the one to ride in. The bathing section carries a Blue Flag in summer and dogs have to be on a lead. The exact current municipal map of the zone boundaries was not found, so read the signs on the day.

Karosta Beach is a west-facing Baltic beach with a sandy bottom, best in west and southwest wind, and emptier than the main Liepāja beach. Behind the mole the water goes flat to choppy and tide independent, with submerged steel construction underneath it, which is the part to take seriously. The Northern Breakwater is the other half: Liepāja's wave spot in strong southwest to west-southwest wind, and the north side of it is no place to be learning. Which side of the mole you pick changes the spot completely. On land there are fort ruins and a coast that is eroding under them, so the ground at the top of the bank is not where you rig.
Getting on the water
Sand and asphalt. Parking close to the beach on the Karosta side, and a large car park with public toilets at the Northern Breakwater, which runs 1,800 m out from the shore and is 7.35 m wide. Rock and asphalt around the launch areas, Soviet fort ruins on the bank above.
If it goes wrong
No lifeguard post, no rescue boat, no club watching the water. The breakwater is a fishing and sunset spot, not a supervised beach. Sea emergencies go through 112 or to MRCC Riga, the Naval Forces coast guard coordination centre, on 115 or +371 67323103. Cold water is the harder problem than distance: outside July and August a long swim in is a real risk, so plan the self-rescue and the walk-out before you launch, and keep off the exposed north side of the breakwater on your own.
Rules and access
2026: a 'For windsurfers only' note still hangs on Liepāja Karaosta as of September 2026. It covers one posted zone inside the wider riding area rather than the whole Karosta spot, so respect the marked zones. Whether the municipality enforces the sign is unconfirmed.
