No surf inside, water flat to choppy, big shallow areas where the schools teach. The wind is not a trade wind and it does not blow every day: N/NE sea breeze in the warm season, usually afternoons, and S/SSE/SE when a cold front comes through, sometimes past 35 kt in winter. September to April is the season, November to February the strongest for the NE. The lagoon has many accesses and which shore you rig on depends on the direction that day; get it wrong and you are launching offshore or into dirty wind. Sailboats, jet skis and learner traffic share the water, and it gets gusty on the stronger days. Water is 27 C in summer and 18 C in winter, so a 3/2 mm for the cold front days. FLN is 15 to 17.5 km away, 20-35 minutes by taxi, and whether the Capitania dos Portos has any kite-specific restriction inside the lagoon in 2026 is unconfirmed.

Lessons run with a support boat at the school kitepoints and schools cover their own students. Nothing public exists for independent riders, and no paid rescue outside lessons was found.

Varies by access; some northern and school entries are small. The main school kitepoint is a wide lawn with parking, a toilet, a shower, a compressor and camera surveillance, and charges day use.
Rules and access
2026: no kite-specific municipal or port-authority restriction inside Lagoa da Conceicao is published, and the Marinha and municipal legislation registers are not readable online. What binds in practice is local: several shoreline kitepoints are private school grounds that charge a day-use fee, other accesses around the lagoon are public and free, and school lessons run between 09:00 and 17:00. Offshore-wind launches are discouraged locally in favour of onshore or side-shore accesses.
