Hamdeok is a real Jeju kite option and a conditional one: come for the island, not for a guaranteed session on this bay.

Location and geography

It sits on Jeju's north/east side in Jocheon-eup, close enough to Jeju City and CJU airport for a day trip, with a long shallow white-sand bay split by a rocky point.

Beach selection

Wind direction on Jeju changes daily, so schools pick between Hamdeok, Gimnyeong, Jongdal-ri, Sinyang, Pyoseon, Geumneung, Hyeopjae and the other beaches on the morning, by wind and tide.

Hamdeok is one of the East Jeju lesson venues, a lagoon-style spot, and it is good for bump-and-jump in strong NW winds rather than for clean waves.

The people factor

The problem here is not access or looks. It is people: Hamdeok was Jeju's busiest beach in 2025, and the official 2026 swimming season brings marked swimmer zones, safety staff and heavy family traffic.

Confirm the day's launch with a local kite school or a local rider before rigging, and expect to be squeezed to the edges in July-August.

Getting on the water

The launchLong white-sand public beach, about 900 m long and 120 m wide, with tourist facilities, cafes, road access, and a rocky point dividing the bay. Summer swimmer zones and beach crowds can make practical launching much tighter than the beach dimensions suggest.

Bathers must stay inside the marked water-play area and follow safety staff instructions, check the weather, and not drink before going in.

Dog beach and rentals

A pet beach, Ham Dog Beach, operates near the Seoubong end during the season, with leads limited to 2 m and owners required to clear up after their dogs. Parasols rent at 20,000 won and raised platforms at 30,000 won.

No kitesurf permit, marked kite zone or club-membership requirement is published for 2026, so the constraint in July and August is the swimmer zone and the crowd rather than any kite-specific rule.
