Kitesurf and windsurf go out in three places: beside Porto Canale on the Milano Marittima side at Via Leoncavallo, along the I Traversa canalino, and near the boundary with Lido di Savio. The water is Adriatic sand, flat behind the rocky jetty when the wind is southerly, chop and small to medium waves the rest of the time, and the tide plays no part in any of it. Scirocco runs 10-20 kt from April to September; Bora fills the other months at 20-30 kt, and the strong months are January, March and December. Summer gives you the warmest sea and the fullest beach, so in June, July and August you are riding around bathers, and the 2026 Emilia-Romagna ordinance keeps the first 300 m from shore for bathing except in authorized corridors. Intermediates and up ride here comfortably; nothing confirms it as a beginner teaching beach. Sort out which of the three areas is currently usable before you rig, because none of them comes with published corridor boundaries or season dates.

Kitesurf and windsurf are practised beside Porto Canale on the Milano Marittima side at Via Leoncavallo, along the Milano Marittima canal at I Traversa, and near the Lido di Savio boundary.
If it goes wrong
Lifeguards are on the concession beaches through the bathing period, which the 2026 Emilia-Romagna ordinance sets from the third weekend of May to the third weekend of September, with cover required at least from 09:30 to 18:30 without a break, and beach clubs open only for sunbathing must fly a red flag and post that there is no rescue service. The municipal line is to ask the lifeguard on your stretch what is currently allowed. Outside those months and hours there is nobody. At sea the number is 1530, the coastguard's free emergency line, or 112.

2026: the local practice areas for kitesurf and windsurf are the Porto Canale on the Milano Marittima side at Via Leoncavallo, the I Traversa canalino area, and the stretch near the Lido di Savio boundary, with no corridor boundaries, season dates or independent-access terms published for any of them. Under the 2026 Emilia-Romagna beach ordinance the first 300 m from the shoreline between the Po di Goro mouth and Cattolica is reserved for bathing and marked with a line of red, orange or white buoys; out to 500 m from shore, crossing under sail or motor is allowed only inside a landing corridor authorised by the comune. A licence to run a sailing, windsurf or kitesurf school is issued by the comune only once that corridor authorisation exists, and the holder has to be entered in a municipal register. Bathing is banned inside the corridors, in ports, within 150 m of a regional port entrance, near breakwaters and within 100 m of seawalls under construction, and within 50 m of outfall pipes and of river mouths. Beach establishments must be open and running a rescue service from the third weekend of May to the third weekend of September, at least 09:30 to 18:30.

Bagno Sporting Beach runs the water sports here: kitesurf courses and lessons, plus sailing, windsurf, SUP and kayak. The beach at the corridor is narrow and the wavebreakers sit about 150 m offshore, so you cross them to reach open sea. Sand, shallow water, 26.5 C at the height of summer and 7.9 C in winter. Through the bathing season the regional rule reserves the first 300 m from shore for swimmers except in authorized corridors, which makes the corridor the whole spot. Wind statistics, dominant direction, rescue cover and kite sizes are all unpublished for this beach, so treat it as a stop while you are in Romagna rather than something to fly for. Ravenna is 20 km up the road and Milano Marittima is next door.
Getting on the water
Bagno Sporting Beach runs sailing, windsurf and kitesurf courses and lessons. The kite corridor is official and the beach at that point is narrow.
If it goes wrong
Nothing kite-specific. Cover is the beach-club system: through the bathing period, third weekend of May to third weekend of September, the concession holding the beach must run a lifeguard service, reinforced between the first Saturday of July and the fourth Sunday of August in the 12:30-14:30 window when guards would otherwise break. Outside that period nothing is staffed and the beaches carry signs saying swimming is unsupervised. At sea the numbers are 1530 for the coastguard and 112. 2026: the Emilia-Romagna bathing ordinance, n. 1/2019 as amended by determination 8398 of 29 April 2026, reserves the sea for 300 m from the shoreline for swimming along the whole regional coast from the mouth of the Po di Goro to Cattolica. That limit must be marked by the beach concession in front with a line of red, orange or white buoys set parallel to the shore no more than 100 m apart, replaced within 24 hours if one is lost. Crossing the strip under sail or power is forbidden except inside a landing corridor authorised by the municipality, and swimming inside a marked corridor is itself banned. A kitesurf or windsurf school licence is issued by the municipal offices only once the corridor authorisation exists, and the holder is entered in a municipal register. The bathing period runs every year from the third weekend of May to the third weekend of September; outside it neither the municipality nor the beach clubs have to provide a lifeguard service, and the beach must be signed to say so. Bathing is also prohibited inside marked landing corridors, within 150 m of regional harbour mouths, within 100 m of breakwaters under construction and within 50 m of sea-water intake and discharge pipes.

Wavebreakers sit about 250 m off the sand, so the water inside them is flat and the access is shallow, which is the whole reason to come. Baloo Beach is where the windsurfers and kitesurfers meet, and north of the scogliere the same stretch turns into a beach break that works on SE swell with high tide and a medium swell. The wind is a winter and shoulder-season story: January, March and December are the good months, and midsummer is the weakest part of the year. Nobody has published reliable wind-direction data, rescue cover or kite sizes for this beach. The 2026 Emilia-Romagna beach ordinance reserves the first 300 m from shore for bathing except in authorized corridors and confines any sail or power crossing within 500 m of shore to a municipality-authorized landing corridor, and no Punta Marina corridor authorization was found, so whether current kite use here is formal is unconfirmed.

Bagno Baloo Beach on Punta Marina beach is a water-sports beach and a meeting point for windsurfers and kitesurfers.
If it goes wrong
Lifeguard cover on this coast is a summer arrangement and it does not overlap with the windy months. Under the 2026 regional rules, beach establishments must run a rescue service every day from 09:30 to 18:30 between the third weekend of May and the third weekend of September, with a rotation allowed between neighbouring posts from 12:30 to 14:30 so staff can eat. Outside that window nobody is obliged to watch the water and the beach has to post a sign saying the rescue service is absent, which is exactly the January, March and December situation you came for. Sea emergencies go to the Coast Guard on the free 1530 number, or 112.

2026 Emilia-Romagna beach ordinance: the strip of sea 300 m out from the waterline, all the way from the Po di Goro mouth to Cattolica, is reserved for bathing, and crossing it under sail or motor - or crossing anywhere within 500 m of the coast - is only allowed inside a landing corridor authorised by the municipality. Corridor applications go to the Comune by 2 May each year; a corridor already authorised in a previous year needs only an activation notice to the Comune and to the maritime authority. A sailing, windsurf or kite school needs a municipal licence, and the Comune issues it only after the corridor authorisation exists; that school clause is the single place the ordinance names kitesurf at all. The bathing-activity period, when the lifeguard duty bites, runs from the third weekend of May to the third weekend of September, while beach establishments may trade from the Saturday before Easter to 2 November. No Punta Marina or Baloo Beach corridor authorisation has been found, so whether the kite use here sits inside a formal corridor is unconfirmed.

- Milano Marittima was founded from 1912 by the Milan-based Maffei family as a garden-city resort inside Cervia's pine forest, deliberately built as residential tourism rather than dense hotel strip.
- Lido di Savio was informally nicknamed 'Bologna Mare' during its 1950s development, a name that later caused local pushback when tourism signage tried to revive it.
- Punta Marina Terme was renamed from marshland ('Punta Ravenna') in 1802 under Napoleonic administration and only reclaimed and settled in the early 20th century; in 2026 it drew local media attention over an uncontrolled free-roaming peacock population.
