The spots
Sant'Agostino
Sant'Agostino sits on the Lazio coast between Tarquinia and Civitavecchia, and the kite spot is the Mignone river mouth, not the whole bathing beach.

Sant'Agostino: the long version, the launch and the rules
More on Sant'Agostino
The bottom there is sand and the water stays shallow, which is why people use it to practise water relaunch. Scirocco from SE and Ostro from S are the directions to wait for; SE is the gusty one. The season runs April to November and is best in spring and fall: April, May, June, September, October, November. Summer puts tourists all over the sand, though the beach north of the channel stays empty even when the main bay is packed. Away from the river mouth the seabed of the wider bathing stretch is mostly rock, so the beginner-friendly reading applies to the Mignone patch and nowhere else. Currents at the mouth after rain, rescue cover and the legal summer access are all unconfirmed.
Getting on the water
Beach launch near Bagni Sant'Agostino and the Mignone river mouth; medium-size launch, with the beach north of the channel empty even when the main bay is packed in summer.
If it goes wrong
No kite-specific rescue and no confirmed lifeguard post at the Mignone mouth. Lifeguard cover on this coast belongs to the bathing season and the manned concessions, so an independent rider should plan to self-rescue and to walk kit back along the beach. Sea emergencies reach the Coast Guard operations room on 1530 from any phone in Italy; 112 for anything on land.
Rules and access
2026: no ordinance naming kitesurfing at the Mignone mouth could be obtained. Tarquinia's municipal beach classification does list free beaches equipped with launch channels (canali di lancio) among its categories, in the 2020 beach ordinance, without saying where they are. Read the beach signage and the current season's ordinance before rigging between June and September, when the bathing rules apply.
Riva dei Tarquini
Riva dei Tarquini is a wide sandy beach on the Tyrrhenian side of Lazio below Tarquinia, no rocks in it, chop and small waves instead of flat water.

Riva dei Tarquini: the long version, the launch and the rules
More on Riva dei Tarquini
The usable directions run SE through NW, with NNW and SSE side-shore and Ponente side-on from the right. What actually delivers is frontal wind: Maestrale, Libeccio or Scirocco on a passing system. Summer thermal Ponente rarely builds enough to ride, so the months to plan around are April, May, June, September, October and November. In June, July and August the beach belongs to bathers and day-trippers, and that, rather than the wind, is the real constraint. When the sea is up there is shore-break and current, both flagged and never quantified. Intermediate is the level to arrive with. No 2026 ordinance or kite corridor specific to this beach was found.
Getting on the water
Wide sandy beach at Riva dei Tarquini; Europing and Corto Maltese Village are the local access areas, and Europing requires an approximately 600 m walk through the camping area.
If it goes wrong
No lifeguard service dedicated to kiters. The school point at Camping Europing runs a RIB, a marked kite zone and its own launch corridor, so on a teaching day there is a boat in the water and someone watching; outside that, cover is whatever the beach concessions put on during bathing season. Sea emergencies go to the Guardia Costiera on 1530. The Europing school point answers on +39 339 444 2845.
Rules and access
2026: no Comune di Tarquinia or Capitaneria ordinance specific to this beach was found, and nothing on the open sand is marked. In practice the organised way off the beach in bathing season is the school-run kite zone and launch corridor at the Camping Europing access; elsewhere, ask the concession before you rig.

What riders say
5 recurring claims
Sant'Agostino is an easy sandy launch on paper, but summer tourists are the regular complaint; the north side of the channel is the escape when the main beach fills up.
majority×3 riders
The better months are shoulder-season, not peak beach season: March to June and September to November show up more often than July-August in local notes.
majority×3 riders
Tarquinia is calmer than nearby wave spots with south and southeast wind, but a southwest setup can still turn into real waves rather than beginner-flat water.
majority×2 riders
Riva dei Tarquini adds camping convenience, but non-kite camper reviews complain about dated services, paid Wi-Fi and weak hygiene, so do not assume the base is polished.
contested×2 riders
School feedback is positive but tiny; one visible review praises the afternoon south-sector wind, friendly organizers and recent equipment, which is not enough to prove a broad reputation.
