A low-key stretch of the Lazio coast about two hours south of Rome, built around a Roman hilltop temple town (Terracina) and a plain sandy beach on the Via Flacca (Salto di Fondi).
It suits weekenders driving down from Rome and intermediate wave riders chasing a specific Grecale or W-SW thermal, not people looking for a kite village or nightlife scene; the Terracina wave spot in particular gets choked by sunbathers in July-August, which is worth knowing before planning a summer trip around it.

    The Tempio di Giove launch, also called La Spiaggetta, is a small beach between Terracina harbour and the mountain under the Temple of Jupiter Anxur, and it works on NE Grecale falling off the slope right behind you, which makes it cross-offshore where you stand. That is the wave setup: regular waves, reported up to about 1.5 m, standing up fast once the Grecale is in. The long sandy teaching beaches advertised on school pages are not this launch. Space here is tight, the harbour is right there, and in summer the bathers make the small beach close to unusable, so treat it as intermediate and up rather than a holiday learning beach. Schools run May to October and spring is the strongest general season; July and August are the worst months for room and for swimming-zone limits. The 2025 and 2026 local rules matter more than usual here, because authorized corridors and the nearshore bathing band decide whether you can legally get in and out during bathing season. When the direction or the crowd does not suit La Spiaggetta, Salto di Fondi, Sabaudia, Foce Verde and Porto Badino are the fallbacks.

    Getting on the water

    Small sandy beach below the Temple of Jupiter Anxur, between Terracina harbour and the mountain; the directions run past two petrol stations and a restaurant on a piazzetta. The long wide sandy beaches on school pages are a different, wider teaching area.

    If it goes wrong

    No dedicated rescue service is on record for the Tempio di Giove/La Spiaggetta launch. Guardia Costiera rules require school instruction at sea to use suitable support craft and communications; independent riders should not assume rescue cover.

    2026 Comune di Terracina Ordinanza Balneare n. 76 (02/04/2026) says concessionaires may create launch corridors only for landing/departure of pleasure craft after authorization, referring to Guardia Costiera Terracina Ordinanza di Sicurezza Balneare n. 30/2025 art. 5. The 2025 safety ordinance reserves the first 200 m from sandy/low shore for bathing during bathing season, adds a 200-250 m safety band, and allows kitesurf/windsurf transit of the bathing zone only through authorized launch/landing corridors at minimum speed. The 2024 Terracina pleasure-craft regulation art. 19 allows kitesurf only by day, sets a minimum rider age of 16 except legal exemptions, requires quick-release safety, line knife, leash/release system, 50N buoyancy aid or approved lifejacket and helmet, gives priority to kiters returning through the corridor, and requires body-drag launch/landing through the corridor one unit at a time to 100 m from shore. The exact 2026 authorized kite corridor for La Spiaggetta/Tempio di Giove is unconfirmed.

    The bottom is sand. The first 50 m by the canal and the breakwater are very flat, then it goes calm to choppy farther out, and past roughly 20 knots the chop is real. Rocks sit close to the two moles, so know where your ends are. Beginners can learn here and the schools along this stretch run courses, but the constraint is legal rather than technical: the 2025 Gaeta safety ordinance bans kitesurf inside the bathing zone during the season except through an authorized launch corridor, and in 2026 riders were fined on the Fondi coast for riding in water reserved for bathers. Quoted seasons do not agree, running from March-September and November at one end to a May-October school window, with June-August the core nobody argues with.

    Getting on the water

    Sandy beach along Via Flacca in the Salto di Fondi / Sant'Anastasia stretch, by the ESSO station. KSF works from the La Lucciola beach club with a marked launch corridor and parking; Free Surf Point sits by the canal and the breakwater; Il Tucano is a third beach club on the same stretch. The two moles stand about 250 m apart and the only rocks are next to them.

    If it goes wrong

    KSF keeps a rescue dinghy and a marked launch corridor. Il Tucano, another beach club on this stretch, also has a dinghy for pick-ups, plus showers and a rinse tap. Free Surf Point's own rescue arrangements are unconfirmed.

    Rules and access

    2025 Guardia Costiera Gaeta Ordinanza di Sicurezza Balneare n. 25/2025 bans kitesurf inside the bathing zone during the bathing season except through an authorized launch corridor: the Circondario di Gaeta corridor standard is at least 30 m wide at the beach, widening to 80 m at 100 m from shore, buoy-marked out to 250 m, one kite at a time through the first 100 m with priority given to riders returning to shore, no maneuvering in the transit lane, and open kiting only beyond 500 m from shore; 2026 local news reported sanctions for kitesurfing in areas reserved for bathers on the Fondi coast.
