- Okrug Gornji's wind is unreliable, with summer (June-August) largely light or windless - treat it as a beach holiday with occasional kiting, not a dedicated kite trip.
- A Croatian kiteboarding school's published rulebook (zoned launch/landing areas, right-of-way, jump clearances) describes its own spot near Nin, not Split or Trogir specifically; no Split/Trogir-specific permit requirement is documented, but the same etiquette norms are worth knowing before self-launching anywhere in Croatia.

Znjan (Split): the long version, the launch and the rules

The wind is either the summer NW Maestral, a thermal, or a SE Jugo blowing through; both get ridden here and both reportedly come in cross-off to side-off, so if you drop the kite you drift away from the beach rather than onto it. Ride with a buddy. Season is May to September. This is an intermediate-and-up session spot, not a place to learn: nobody has confirmed a shallow area, and the shoreline mixes pebbles with concrete platforms. The whole beach was rebuilt and reopened in 2025 with a promenade, bars, paid parking and an inflatable water park anchored offshore, and how kites fit between the summer bathers is the open question. Croatia's 2025 navigation rules treat a kiteboard as personal watercraft: sunrise to sunset, inside 300 m of shore, never inside a marked bathing zone. Come in May, June or September, or on a Jugo day outside swimming hours, and check the model first because nobody has published usable long-term wind statistics for the beach.
Getting on the water
Long pebble beach on Split's eastern waterfront, rebuilt with concrete platforms between the pebble coves, a promenade behind and paid parking nearby. You rig on pebbles and ride flat-to-choppy water; where exactly the accepted launch is since the rebuild is unconfirmed.
If it goes wrong
No lifeguard, no rescue boat and no school on the sand. Search and rescue at sea in Croatia answers on 195, or on 112, which routes to the same maritime coordination centre. That is the whole of the safety net for a cross-off drift here, so ride with someone who can come and get you.
Rules and access
2025 Croatia: Narodne novine NN 52/2025 defines a kite-surf board as an 'osobno plovilo' (personal watercraft); personal watercraft may operate from sunrise to sunset within 300 m of shore except inside an organized bathing area, may go beyond 300 m only with an appropriate motorized escort, must not endanger other users, and all craft within 300 m are subject to an 8 kt speed limit. 2025/2026 local Žnjan-specific kite permits, seasonal bans, or marked launch corridors were not found.
Trogir / Okrug Gornji (Čiovo)
Okrug Gornji is the beach on Čiovo island across the bridge from Trogir, and as a kite spot it is marginal.

The water is fine: flat to choppy Adriatic, clear, with a shallow entry off pebble and fine shingle. The problem is everything else. The beach is the Toć/Copacabana waterfront; bars and sunbeds line it, jet skis and parasailing work off it, and there is very little room to lay out lines, less again in July and August when every metre of shingle is taken. The wind is the summer NW Maestral, which here is usually below 10 kt, and from the southwest-facing beach the direction can end up side-off, so a light day can also be a long swim back. Intermediate or better, quiet hours only, and only after you have looked at the beach with your own eyes. Split Airport is about 8 km away and Trogir's old town covers the no-wind days, which is the honest case for staying here. For wind, Bol, Viganj or the Neretva delta are where Croatian riders go.
Getting on the water
Pebble and fine shingle on the Toć/Copacabana waterfront at Okrug Gornji, a beach running about two kilometres with a promenade behind it. The central section is bars, sunbeds and umbrellas with tourist watersports working off it, and there is little or no room to lay out lines there in summer. Any rigging space is at the quieter ends, and in July and August there may be none anywhere.
If it goes wrong
Lifeguards on the beach are reportedly present and unconfirmed by anything official; cover for kiters is not established. The Okrug tourist board is the place to ask before you travel, on +385 21 88 73 11 or info@visitokrug.com. A dive centre operates from the beach, which puts boats in the bay but is not a rescue service.
Rules and access
No municipal kite zoning, permit requirement or seasonal ban is published for Okrug in 2026. Croatia's 2025 maritime-navigation rules keep vessels a set distance off the shore and off organised bathing areas and restrict planing and motorised craft close in; how a kiteboard is treated under them at Okrug Gornji is unconfirmed.

History & trivia
- Diocletian's Palace was built for the Roman emperor Diocletian around 305 AD, and Split's old town has grown continuously inside and around its walls ever since - one of the few places in Europe with unbroken urban life from Late Antiquity to today.
- Trogir's old town earned UNESCO World Heritage status in 1997 for its Romanesque-Gothic architecture; a manuscript of Petronius' Satyricon was discovered there around 1650.
