Vlorë County runs two distinct setups: Turi/Pish Poro's open Adriatic beach at Kitesurf Whitehouse Resort, with chop, small-to-medium waves and shorebreak inside a designated zone from June to September, and Vlorë itself, a three-part area strung between Hidrovor, Zvërnec and the Old Beach in town.
Hidrovor is the flat-water beginner base, with a north thermal that builds through early afternoon; the Old Beach stays choppier for freeriders.
