The main launch is Hidrovor beach and lagoon near Zvërnec, about 20 minutes from Vlorë centre, broad sand with a shallow entry. Vlorë also has smaller launches at Zvërnec and at Plazhi i Vjetër/Old Beach, the second of those inside the city and more exposed to chop.

- 2022: the wetland running from Zvernec around Narta lagoon is a protected landscape, IUCN category V, declared by Council of Ministers decision no. 694 of 26 October 2022, and part of the Emerald network and an Important Bird Area.The riding is the beach and the sea; the lagoon is the habitat. Narta is the country's second most important lagoon for waterbirds, a feeding ground for Dalmatian pelican with flamingos regularly present, and about 88% of the breeding waterbirds concentrate in the salt pans behind it.
- 2019: the bathing area in front of a beach station must be marked with red buoys joined by floating rope every 30-50 m, and craft hired from the beach must be used outside that line - Council of Ministers decision no. 171 of 27 March 2019, as amended.
- 2020: motorised craft must keep at least 300 m from the swimming zone and stay within one nautical mile of shore - Council of Ministers decision no. 845.
- Hidrovor is actively patrolled. In August 2026 the Border Police and the Marine Police Unit stopped a craft that had crossed the safety perimeter into the swimming area at Plazhi i Hidrovorit in the Zvernec zone, blocked it and fined the operator 300,000 lek.There is no kite-specific ban at Vlora, but the bathers' perimeter is real, and the Vlora district is the most heavily policed stretch of the Albanian coast - 8 of 11 craft blocked in one 2023 weekend action were in this district.
- 2020: commercial lessons and rental require a maritime tourism operator certificate from the tourism ministry, valid five years for a named zone and named activities - instruction no. 4 of 31 December 2020. No published municipal kite zoning exists for Hidrovor, Zvernec or Plazhi i Vjeter.

- Ride Hidrovor on northerly days; the lagoon is only consistent on that direction.
- Confirm the launch with a school the evening before or that morning, because operators move between Durrës, Spille, Hidrovor/Vlora and other Albanian beaches by forecast.
- Stay outside any buoyed bathing area. This is the most patrolled district on the coast, and a craft that crossed the line at this exact beach cost its operator 300,000 lek in August 2026.
- Take Plazhi i Vjetër/Old Beach only if you are happy in chop and city-beach traffic.
- Treat the Narta and Zvërnec wetland edge as habitat, not spare launch space: stay on the established beach and road access and keep clear of the birds and the dunes.
- Save the walk to Zvërnec Island's 13th-century monastery, over the wooden footbridge across the lagoon, for a no-wind day.

Tirana Airport to Vlorë is 140-150 km, about 2 hours by car and around 3 hours by bus under normal conditions. Hidrovor and Zvërnec are another 20 minutes from the centre.
