Hondarribia is the sheltered option at the mouth of the Bidasoa, inside Bahia de Txingudi, for days when the open Basque coast is too rough. The beach is calm water, about 700 m long, flat to choppy, with small to medium waves only in NE wind.
Which direction actually works is disputed: NE is given as the best wind, NW-N is described for the same bay, and the bay faces NW. Ride it as an intermediate or expert beach. Ships and harbour traffic pass close, the east mole shapes the wind, and in summer the sand fills with tourists even with lifeguards on duty.
Water sits at 13-18 C for much of the year, so a wetsuit is part of the kit. Kitesurf is absent from the official beach information, which covers windsurf, kayaking and diving, so the municipal position on kites is unconfirmed and worth a check before you rig.

Rescue

No kite-specific cover of any kind. Lifeguards work the beach from 10:00 to 20:00 in summer and not outside those hours or that season. The harbour channel and its traffic sit immediately beside the launch, so a self-rescue plan and a decision about which way you would drift matter more here than on an open beach.
