Rovinj is a rocky-coast town on the west of Istria and only an occasional kite spot. The usable wind is the summer Maestral, NW/W, an afternoon sea breeze that is onshore here; the old station average is 5 kt, which tells you not to build a trip around it.
Water is open Adriatic: chop, flat patches when it is light, the odd small wave. There is no sandy beach in town. You launch off stone, pebble or a concrete platform with a helper, because self-launching on this shore is not realistic, and the rocks have sea urchins on them.
Compare that with Nin or Medulin, where people actually learn, and Rovinj is an intermediate-to-expert freeride stop for a day when the forecast lines up. Palud/Cisterna nearby has a stone beach just big enough to rig, with trees and bystanders behind it.
Nobody has published any kite zoning, permit or rescue cover for 2026, and from July to September the beaches are full of swimmers.

Afternoon sea-breeze sessions happen in summer, and Palud nearby gets a weak thermal, but the Rovinj wind statistics are old and incomplete, so treat reliability as unproven.
The summer NW/W Maestral is the wind you ride here. Bora/Bura and Jugo/Scirocco are synoptic: stronger, gustier, sometimes frontal, sometimes with waves, and on this rocky coast that is advanced territory. The only wind statistics for Rovinj run from 2002-04-01 to 2009-10-31; there is nothing current.

It depends entirely which shore you pick. The stone beaches in town drop away close in, and Skaraba and Baluota are both flagged as no place for a non-swimmer. Vestar, 5 km south, has a gently shelving sandy bottom you can walk out about 50 m on.Cisterna's entry is flat and the water calm. No tide changes any of it.

Rescue

VHF channel 16

No kite-specific rescue and no boat on call for riders. Lifeguards are posted in the bathing season on the developed beaches, Borik, Porton Biondi, Amarin, Valdaliso and Lone among them, and there is nothing on the undeveloped southern shore around Cisterna.
Offshore you are on the national service: the maritime rescue coordination centre in Rijeka answers free on 195 from any phone, on VHF channel 16, or through 112.

Launch

Small stone or hard-shore launches around town; there is no sandy beach in Rovinj itself. Self-launching is not realistic, so bring a helper for launch and landing. Palud/Cisterna nearby has a stone beach just big enough to rig, a short walk from the parking.

Rules & access
2026: no kite permit, kite zone, rescue arrangement or seasonal kitesurf restriction specific to Rovinj was found, and the 'rules: none' that appears on spot pages is not an official statement. What is official is navigation distance. The Pravilnik o sigurnosti pomorske plovidbe, in force since 29 March 2025, keeps craft under 15 m at least 50 m off shore, 15-30 m craft 150 m, and vessels over 30 m and hydroplanes 300 m, with 50/100/300 m off fenced organised bathing areas; personal watercraft may run inside 300 m only between sunrise and sunset and never in organised bathing areas. The 2025 anchoring and safety update repeats 150 m off natural bathing shores. None of it names kitesurfing, so in July and August the constraint that actually bites is swimmers, not a written kite rule.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Wear water shoes: the shoreline is rock and pebble and the seabed has sea urchins.
  • Do not plan on self-launching in town; bring someone who can launch and land you, or drive to a bigger launch.
  • The Maestral comes NW/W in the afternoon; the windsurf school teaches 14:00 to 17:00 for that reason. Have a no-wind plan, because the only wind statistics for Rovinj average 5 kt and stop in 2009.
  • Stay off the swimming beaches in July and August unless a local rider shows you a clear corridor.
  • Palud/Cisterna is the alternative when the angle is wrong in town: NNE-ENE works there, but the stone beach is small and there are trees behind it.
  • Fly to Pula (PUY), about 40 km away, and hire a car; the launches and the alternatives down the coast are not reachable any other way.
  • Put 195 in your phone before you go. It is the free number for Croatia's national maritime rescue centre and works from a mobile; 112 and VHF 16 get you to the same place.
  • If you want water you can stand up in, go south to Vestar, where about 50 m of sand shelves gently, rather than the stone beaches in town.

You want a car to reach the launches and the alternatives down the coast. Regional buses serve Rovinj, there is a summer ferry from Venice, and from Pula Airport it is a transfer, a bus or a taxi.
