The spot

Medulin is a family beach town on the southern Istrian coast, and the kite launch is a small sandy beach that works best in SSE, with shallow flat-to-choppy water in the bay and no tide to think about.

Wind and swimmers

The catch is that the wind is light right in front of the beach and only picks up a few hundred metres outside the bay, so you ride out through the swimmers to find it. From June to August that is a real problem: the main beach is packed, there are trees and a road behind the launch, and no kite corridor is signed or published, so ask the water-sports centre at Kažela or a lifeguard where kites are tolerated before you pump up.

Wind patterns

South Istria gets bura, jugo, tramontana, plus the summer maestral, and the count of 12 kt+ non-thermal days is actually higher in winter than in summer. Southerly is the direction for Medulin itself; for a bura day drive to Premantura/Kamenjak or Ližnjan, and bring boots, because those beaches are rock and sea urchin rather than sand.

Facilities and access

Kažela and Camping Medulin have windsurf and SUP rental and lifeguards on the beach, but no kite school and no kite rescue that anyone has confirmed. Pula airport is 15 km away, about 20 min.

2026: no official Medulin kite permit, zoning or seasonal ordinance found. What is posted online contradicts itself, from no rules at all to a warning that a permit or club membership may be needed, so treat it as unresolved.

The beaches are lifeguarded bathing beaches with heavy summer use; confirm the launch and corridor with the beach operator or the tourist office before you ride.
