The water comes in two forms here: a shallow entry, and a deep flat one that is mostly ridden on a foil, with no tide to work around and a surface that goes from flat to chop. The bottom is mixed, sand and rocks and grass, so booties earn their place. The public beach behind the health centre has boardwalks, toilets, benches and volleyball courts, and no lifeguard. Wind averages run 9-16 kt by month and the good months are the cold ones, January-March and September-December, with April-August rated only ok. Lessons run here only when the direction and strength suit and move to other Latvian beaches, Jūrmala, Salacgrīva or Vecāķi, when they do not, which tells you how conditional this launch is. The port sets the other limit: a 40 m ship channel, COLREG inside the port waters and a 5 kt vessel speed cap.
Getting on the water
Launch is along Engure's Gulf of Riga beachfront and harbour side. The watersports base is at Jūras iela 60E, opposite Engure harbour; the public beach access is behind the Engure health centre, with boardwalks, toilets, benches, tables, a children's play area and volleyball courts.
If it goes wrong
No municipal lifeguard at Engure Beach. Lessons include self-rescue and run with helmets and buoyancy vests. Inside Engure port waters, port traffic and harbour rules apply.
Rules and access
2024 Engure port rules apply to everyone inside the port territory and aquatory: the ship channel is 40 m wide, COLREG applies in the port aquatory, vessel speed in port is limited to 5 kt, and navigation in the port aquatory and ship channel is prohibited when the wind exceeds 14 m/s unless the harbour master allows an exception. 2026: Engure Beach carries prohibition signs for bringing pets into the swimming area. No kite-specific municipal zoning or permit rule is published.
Bērzciems
Bērzciems is a small fishing village on Latvia's Gulf of Riga coast, and the kite spot is the long shallow lagoon beside it rather than the open Baltic.

Flat, with no real wave exposure inside the lagoon, which is why it works for a first season on the water and for foil laps. It is a rural launch: parking, a fishing shop on the road, not much else. The wind is synoptic Baltic weather rather than a daily thermal, and the statistics tilt away from a summer holiday, about 9 kt monthly average in June-July against 17 kt in January and December. NE/E/SE is the classic setup, and on the day it lines up the lagoon fills, with up to around 100 riders reported. Rocks on the northern side, boats and anchors sitting in the water: walk the shallows before you put a foil in. The coast here is Engure Lake Nature Park and Natura 2000 bird and dune habitat, so stay on the tracks that already exist. Outside high summer you want a full wetsuit, and in winter the Gulf of Riga can ice up.
Getting on the water
Lagoon and coast launch by Bērzciems village, on the Gulf of Riga side of Engure Lake Nature Park. There is parking, and payment for entry is reportedly made at the fishing shop on the road before you go in.
If it goes wrong
No lifeguard and no organised rescue at the lagoon. Plan on self-rescue and a downwind landing, and do not ride alone. The maritime rescue coordination centre in Riga works around the clock on 115 and +371 67323103; 112 is the general emergency number.
Rules and access
2026: no municipal kitesurf zoning notice for the village itself. The coast here sits in and beside Engure Lake Nature Park and its Natura 2000 territory, run under Cabinet Regulation No. 596 of 2012 as amended in 2023. The ban on riding kiteboards and windsurf boards in that regulation applies to Engure Lake itself, inside the park's nature reserve zone; Bērzciems and the other coastal fishing villages sit in the separate neutral zone, which the lake ban does not cover. General park habitat and dune rules still apply, so stay on the established access routes. Payment before entry at the fishing shop on the road is the standing local arrangement, unconfirmed for 2026.
