Peniche / Baleal
A workaday fishing-and-surf town on a rocky peninsula, with the tiny tombolo village of Baleal next door doing the actual tourist/surf-camp hosting. It's built for surfers first, kiters second - expect a young, international, budget-to-mid surf-camp crowd rather than a polished resort scene, and near year-round Nortada wind means you can show up most of the season and find something rideable.
