Ada Bojana sits on the Bojana River delta at the Albanian border, hard against the southern end of Velika Plaza. There are two kinds of water here: the Adriatic side, with chop and wave, and the river channels, flat and sheltered, which is why the schools teach on this island at all.
The wind is the Maestral/Mistral, the same afternoon thermal as the rest of the coast, side-onshore and running May to September. Mornings can be offshore, so there is no reason to be up early.
The flat patch at the river mouth is small, and it comes with swimmers, boats and buildings around the edges; three kites already feels busy, and it is reportedly no place for an inexperienced independent rider.
The island has a strong naturist, FKK identity: photography and video are forbidden on the nudist beach, and that is the only written rule anyone has found here, since no municipal kite zoning exists for Ada Bojana. Come for the river huts and the fish restaurants as much as the wind.

Rescue

The kite centres on and around the island run the cover themselves: rescue boats on the water, staff to launch and land you, lifeguards watching their own sector, and a spot briefing with any rental. It comes attached to a lesson, a rental or a beach-sector day fee, about EUR 5/day at one centre.
The southern section of the beach has no public lifeguard, so outside a centre's sector nobody is watching. Montenegro's general emergency number is 112; maritime rescue answers on 129.

Rules & access
2026: no municipal kite zoning, permit or concession text exists for Ada Bojana. What actually governs the water is centre practice. The kite sectors are kept clear of swimmers during the windy hours, and schools want proof of experience or their own course before they will rent you gear to ride independently. On the nudist beach, photography and video are forbidden and clothing is not worn. On the adjoining Velika Plaza the kite zone runs roughly 2 km, with a 250 m teaching sector inside it at one centre; nothing equivalent has been documented for the island itself.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Take the first session with a centre on the island. Access, rescue cover and which zone is actually usable all change between the sea beach, the island and the river mouth.
  • Do not count on space in the river-mouth slick. Three kites fill it.
  • Carry cash for the beach bars, the huts and the taxi.
  • Check the wind on the beach and not only on a model. The thermal is close to daily but the rideable-day count in season is 50-80%.
  • Put the camera away on the naturist beach, and swim on the sea side rather than in the river channel.
  • Ride inside a centre's sector if you want anything resembling rescue. Outside it, on the southern beach, there is no lifeguard.
  • Save 112 and 129 before you go out. The second is the maritime line.

Podgorica (TGD), with Tivat (TIV) and Dubrovnik (DBV) also used for the wider Ulcinj coast.

Route

Drive or taxi south from Ulcinj through Velika Plaza/Stoj and cross the bridge to Ada Bojana; seasonal buses and boats are reported in summer.

Transfer

15-20 from Ulcinj; about 90 minutes from Podgorica by car; 2-3.5 hours from Tivat/Kotor depending on season traffic.
