Velipojë's kite launch is not the town beach. It is the open sand spit south of town, past where the umbrellas end near Viluni Beach Bar; the resort beach in front of the hotels is sunbeds and swimmers all summer.
The water on the sea side is shallow and choppy with a gradual sandy entry, and behind the spit the Viluni lagoon looks flat on the map but is strung with fishing nets and poles, and nobody has confirmed anyone rides it.
Wind is SW to W, side-onshore to onshore, May through August; the best hours are 13:00-17:00 when a west wind builds, at least for the windsurfers, and the late August 2026 forecasts were running 4.3-5.2 m/s, which is foil weather.
Light-wind freeride and foiling, then, on Albania's northern Adriatic coast, and not a place to learn: no school has been confirmed teaching kite here and there is no rescue.
The Buna river mouth is at the northern end, well away from the launch, and everything behind the beach is the Buna River-Velipojë protected landscape, so stay off the dunes and out of the wetland. The better-known hubs in Albania and over the border in Montenegro have the schools and rescue this beach does not.

Steady daily warm-season wind, usually side-onshore, is the claim; the late-August forecasts and the lack of long-term statistics say plan for light wind.
May-August is the only kite season anyone gives, with steady daily wind in the warm months. Windsurfers list mid-March to late-November, but that is a windsurf season, not a kite one.

Rescue

None confirmed for kiters. Albanian Water Sports is listed in Velipojë for rentals and tuition, and the municipal beach map marks lifeguard towers and swimming zones, but whether anyone would come for a kiter is unknown.

Rig on the open sand spit south of town where the umbrella zone ends, near or just past Viluni Beach Bar. The main resort beach is umbrellas and swimmers all summer.

  • 2024: Shkodër Municipal Council Decision No. 2 approved the map of permitted beaches at Velipojë, with swimming water, safe-swim areas, water-games zones, vessel boundary lines, boat launch places and lifeguard towers marked.
  • 2024: national Decision No. 593 made Lumi Buna, Velipojë a Category V protected landscape with third-degree protection, which bans anything that degrades or destroys natural habitat. No kite-specific permit, zone or seasonal ban is on record for 2026.

Rider tips

  • Look at the forecast before you drive: late August 2026 was running 4.3-5.2 m/s, foil-only most days.
  • Drive south through town until the umbrella rows stop, near Viluni Beach Bar, and rig on the open spit; do not try the resort beach in summer.
  • Bring the biggest kite you own or a foil; SW to W and light is the normal state of things.
  • Stay out of the Viluni lagoon and canal until a local has shown you where the nets and poles are; flat does not mean rideable here.
  • Keep away from the Buna river mouth at the northern end unless someone local has told you what the current does and where you would end up.
  • Aim for 13:00-17:00; that is when the west wind builds, going by the windsurfers.

Airport

Tirana (TIA). Podgorica is closer on the map, but nobody has documented the cross-border transfer.

Route

From Shkodër take SH27 to Velipojë, about 40 minutes; minibuses run more often in summer. From Tirana Airport there is no direct bus, the routing goes through Shkodër, and the road distance is around 74 km.

When is the best time to kitesurf at Velipojë?

May through August is the supported kite season, on southwest and west wind that is generally light to moderate. Late-August forecast examples show several light-wind or foil-only days.

Is Velipojë suitable for beginners?

It is rated intermediate rather than beginner: the shallow entry helps, but the recommended launch is outside the managed resort beach and the flat-looking lagoon is not verified as kiteable because of reported fishing nets and poles.

Are there kite schools or rental?

Albanian Water Sports is listed at Velipoja Beach for windsurfing, kitesurfing equipment and tuition, though its own website currently shows only a coming-soon page.
