Velika Plaza is the kite beach in Montenegro: 12-14 km of fine sand running from the Ulcinj and Port Milena end down to the Bojana River delta, with the school sectors strung along it. The wind is the afternoon Maestral/Mistral, side-onshore, working May to September.
The water is shallow and sandy a long way out and flattest toward the delta, which is why people learn here and why the long freeride runs and the downwinders south are the reason to stay a week. No reef, no rocks.
What there is: swimmers in the developed northern sections, a July and August crowd, and the Bojana outflow current at the southern end. Forecast models read this thermal badly, so trust the beach over the app. If you want waves or anything technical, this is the wrong coast.

Builds to 15-20 knots by early afternoon on a working maestral day and gusts to 25. The useful band runs about 12-25 knots, and May and October produce plenty of days under that.

Rescue

Rescue boats and launch and landing help belong to the school sectors, not to the beach as a whole. Independent riders buy in: day access with storage, showers and launch help runs about EUR 10/day at the bigger centres (2026), with 5- and 10-day rates around EUR 40 and EUR 80. Montenegro's bathing-beach rules oblige developed and built-up sections to run a lifeguard service, one lifeguard per 50 m of shoreline in July and August and one per 100 m in May, June, September and October, with a tower every 100 m, rescue points every 50 m and a rescue boat per 200 m. The undeveloped stretches between concessions have none of that.

Rules & access
2026: no municipal or concessionaire kite-zone text covering the whole 12-14 km beach was found; the zoning that exists is sector by sector, set by the centres that hold the concessions. Kite sectors are marked and swimming inside them is not allowed, while the developed northern bathing sections are for swimmers and keep kites out. National bathing-beach rules require a lifeguard service on developed sections: one lifeguard per 50 m of shoreline in July and August, one per 100 m in May, June, September and October. Nothing found imposes a permit, registration or fee on a visiting rider using an unconcessioned stretch.

Rider tips

  • Learn out of a kite centre. The schools hold the teaching zones, the rescue boat and the launch help.
  • Ride the central and southern sections. The northern end is beach clubs and swimmers.
  • Budget 6 hours over 2-3 days as the realistic minimum to come out independent, not a one-day course.
  • Ignore the morning. It is light or offshore, and the usable wind arrives after noon.
  • Leave a margin at the southern end near the Bojana, where the river outflow runs.

Podgorica (TGD), Tivat (TIV) and Dubrovnik (DBV).

Route

Reach Ulcinj by car or bus, then 5-10 minutes more by taxi or car to the northern end of Velika Plaza, or further south along the beach road and the dirt access tracks to the kite centres. Podgorica airport is about 90 minutes by car; Tivat and Budva run 2 to 2.5 hours, longer in August traffic.
