Enchanted Cove on Fiesta Island is where San Diego teaches kiting: shallow flat water inside Mission Bay, a sandy launch, next to no swell or current. The catch is wind.
Mission Bay is light, and the nearest station, San Diego International-Lindbergh Field 3.1 miles away, averaged 5.7 mph in August 2026 and 5.9 mph across 2021-2026, which are airport numbers rather than riding numbers but tell you the shape of it. The wind that works comes from W, WNW or NW; N rides too. August is the best month.
Come here to learn, or to fly something enormous on a nothing day; do not fly across the country for it. Nobody has published a real powered-riding range for the cove, and no source pins down which directions are safe at the exact public corners.
Riders have to stay inside the mapped San Diego kite areas, so confirm the boundary before you rig, especially if you are not with a school.

Summer sits around 8-14 kt in the cove, which reads as 9-16 mph on the local forecasts. A northwesterly of 12-16 kt is the typical working San Diego wind, and southerlies occasionally reach about 24 kt. Over 20 kt is rare here.

Very light by Southern California standards, and gusty at times. Within Mission Bay, Enchanted Cove and Stinkies is one of the more consistent corners.
August is the best month and also the busiest stretch for the park and the beach. Fiesta Island runs as a documented training site.

Rescue

City of San Diego lifeguards staff Enchanted Cove daily through the summer season. That is general beach cover, not a kite rescue service. Outside those hours and outside the season, assume nobody is coming, and know your self-rescue.

Launch

Enchanted Cove sits in the southeast corner of Fiesta Island. Lessons run from the northwest corner of the cove, kiteboard and wing-foil lessons from the southwest corner. On the prevailing W or NW you rig and launch on the southwestern half, so nothing pushes you toward the youth camp on the east beach.The sand launches fine, though walking out and starting in shallow water is better.

Rules & access
  • 2025: San Diego Municipal Code section 63.25.72 makes it unlawful to use a hang glider, para-sail, ski-kite or similar device capable of lifting a person from the water or land anywhere in Mission Bay Park without a special permit from the Director; the code defines a ski kite as a kite used to elevate a person by a tow line, wording that predates kiteboarding and has never been rewritten for it.
  • 2026: in practice riders stay inside the mapped San Diego kite areas, wear a kite leash, rig and launch on the southwestern half of the cove on the prevailing W or NW, keep off the youth camp beach on the eastern side, which is closed to kiteboarding all year, and stay south of youth-camp kayakers and boats. Do not set foot on the small island downwind in the cove — it holds a protected plant, and the shoreline is walkable while the interior is not. Mission Bay Park rules apply on top: no alcohol or glass, no overnight camping, no parking in the park between 2 a.m. and 4 a.m., a 5 mph limit within 100 ft of the Fiesta Island shoreline, and dogs may run off leash on Fiesta Island.

Rider tips

  • Confirm the current allowed kite-area map before you rig; riding outside the mapped San Diego kite areas is not permitted.
  • Wear booties. Glass and nails turn up in the sand near the fire rings.
  • Bring your biggest kite and a foil if you have one; this is light-wind water.
  • Walk out and start in the shallows instead of launching off the dry beach.
  • Arrive early on a summer weekend or you will not park. Enchanted Cove has no lot of its own.
  • Take instruction if relaunch, upwind body drag, one-handed flying or self-rescue are still shaky.
