On warm settled summer days a sea breeze adds to whatever is already blowing: it begins to form a couple of hours before noon, is at its strongest around 14:00-15:00 and often drops only at sunset. Indicative from general Estonian coastal behaviour; no onset has been measured at this beach.

Mändjala is the sandy beach 10-12 km southwest of Kuressaare on the south coast of Saaremaa: broad, shallow, backed by pines and dunes, with Mändjala Camping at the top of the sand. The wind is frontal Baltic wind, the season May to October, and 10-20 knots is the reported norm.
Which direction is best is unresolved: the local riders name NE, E and ESE, regional guides put it at SE to SW, so read the Nasva forecast and then look at the beach. The water is chop and small waves over sand, with flatter patches behind the sandbanks when they form, and no tide to think about.
It is an official bathing beach, so in July and August you launch well away from the swimmers, and there may be no permanent lifeguard. Fishers' nets are the hazard nobody expects; ask where they are before you run far downwind.
Even July and August average around 18 C, so a wetsuit is normal and spring and autumn are drysuit months. Kuressaare handles food, beds, repairs and no-wind days.

Rescue

No kite rescue and no permanent lifeguard on record. The bathing site is held and maintained by a private non-profit rather than a rescue service, so a self-rescue plan is on you and on whoever is on the sand with you. Emergencies go through 112. Kuressaare, 10-12 km away, has the nearest medical cover.

Launch

Wide sandy public beach backed by pines and dunes near Mändjala Camping. The registered bathing site covers 1,800 m of shoreline with five maintained car parks and boardwalks running through the pine belt down to the sand. Changing cabins, bins and beach amenities in season; the sand is sieved and the beach cleared before the bathing season opens.

Rules & access
  • Estonia's bathing season runs 1 June to 31 August, and Mändjala has been an official Saaremaa bathing site since 2014, registered on the Gulf of Riga coastal water.The standard Estonian beach-use rules in force since 2015, repeated almost word for word by municipality after municipality, forbid taking any craft into a marked swimming area during the bathing season and forbid passing within 25 m of that area's outer boundary; only supervision and rescue craft are exempt.Whether a kiteboard counts as a craft under that wording is not spelled out in any Saaremaa document, so the safe reading in June, July and August is that your launch, your landing and your first reach belong outside the swim zone. No kitesurf-specific zone, permit or seasonal ban has been published for Mändjala.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Read the Nasva forecast and then the beach itself; the guides disagree on the best direction (NE to ESE against SE to SW).
  • June-August: rig and launch well clear of the swimmers and wait for open sand.
  • Ask local riders or the surf club where the fisher nets are before running far downwind.
  • Pack a warmer suit than the calendar suggests; July and August average around 18 C, and spring and autumn are drysuit weather.
  • Base yourself in Kuressaare, 10-12 km away, for restaurants, repairs and shops; the beach has a bar, hammocks and a campsite and not much else.
  • Check the Health Board bathing notices before a long session; 2026 sampling found Vibrio here and a 2020 algae warning covered Kuressaare and Mändjala beaches.
