Location and water

Salmistu is on Estonia's north coast in Kuusalu Parish, east of Tallinn, and shows up on the spot maps as Salmistu/Valkla. The bay by the public beach and the harbor, on the Gulf of Finland, is flat to choppy with small waves; nothing here turns into a proper wave even when it blows hard. It works on N, NNE, NE, ENE, E, NW and NNW, and the surf beach is named locally for north and northeast wind.

Riders, crowds, and weather

Beginners and freeriders are fine; wave riders will be bored. The beach is an official registered bathing place, so in July-August it feels like a public beach with a kite launch attached: swimmers from May-August, fisher nets in the water, and a jet-ski history that ended with a launch ban at the harbor. There is no live station and no long-term wind statistics for Salmistu itself, so you read Loksa, Pirita, Tallinn Airport or Rohuneeme and guess the rest. Tallinn Airport is roughly 40 km by road, which makes it a day trip whenever the north-coast direction is on.

No lifeguard service is confirmed at the bathing beach, and the rescue line carried on the spot maps is not backed by any schedule.

The harbour next door is the practical contact: it has a slip, a volunteer sea-rescue crew that uses it free of charge, and a harbour master reachable on +372 5330 7301.

Plan on self-rescue and treat everything else as a phone call.

Launch

Sandy/grass public beach by Salmistu village and harbor. The official bathing-place coordinates are 59.49676, 25.36566; the municipal harbor is at Sadama tee 26 with slip, toilets, drinking water, electricity and a cafe in the harbor building.

2026: the harbour car park is 1 EUR/hour, with the first 15 minutes free; driving a vehicle or trailer onto the harbour territory itself costs 12 EUR per entry.

2022: launching jet skis and scooters from Salmistu harbour was prohibited after they endangered swimmers and chewed up the sand, the harbour bylaw was amended and signs went up. No kitesurf permit, kite zone or seasonal kite ban for Salmistu is confirmed for 2026.

Harbor parking is paid (2026): 1 EUR/hour in the harbor car park, 12 EUR per entry if you drive onto the harbor territory itself. Rig outside it if you can.
N through E and NW/NNW all work; ask someone on the beach which side of the bay is safest for the exact angle.
Give swimmers a wide berth May-August and do not launch through the bathing area when it is busy.
There is no live station at Salmistu; read Loksa, Pirita or Rohuneeme and expect the beach to differ.
Bring a proper suit outside peak summer; even July-August sea temperatures average only about 18 C.
Save the harbour master's number, +372 5330 7301, before you rig; there is no lifeguard, and the volunteer sea-rescue boat works out of that slip.

Drive. Tallinn Airport to Salmistu is about 40 km, about 41 minutes by car, heading east of Tallinn. Bus route 158 from Tallinn exists but is infrequent and awkward with gear. The beach is a short walk from the car.
