Parsteiner See is a big Brandenburg lake inside the Schorfheide-Chorin biosphere reserve, and the Strandbad Parstein beach is an autumn-only kite spot. Kiting is allowed from 4 October, once the campsite shuts, and only when nobody is swimming; in summer this is a bathing beach and you will not be welcome with a kite.
You rig on the bathing meadow, park a few steps from the water and water-start off a standing-depth area that runs more than 100 m out. West is the best direction, SW-W-NW the working sector, with some southerly and northwesterly variants reported too. There is no official kite-zone page for the lake.
Treat access as conditional and phone the camping operator before you drive out, and bring a full wetsuit, because the season starts in October.

Nothing is measured on the lake. The nearest inland station, 11 km away at Angermünde, averages 8 knots over the year from WSW with gusts around 13. Modelled October and November hours on the lake sit near 7-8 knots whatever the time of day, with the windiest tenth of hours around 12, and roughly one October day in ten reaching 15 knots or more. Midwinter is stronger, closer to one day in five in January and February, though whether the beach is usable then is unconfirmed. This is a wait-for-a-front lake, not a windy one.
