The shallow lagoon everyone books Wulfener Hals for is not yours in the middle of the day. From April to October, Burger Binnensee is closed to independent kiters between 10:00 and 18:00. Free kiting runs 18:00 to 10:00, and a lesson is the only way onto that water while the sun is up.
The same rule turns up written as a toleration, kiting at Wulfen allowed only in the evening or by prior arrangement with the surf school, and whether it is a ban, a school-only rule or a permit system is unsettled. Ask at the station before you rig.
Everything else on Fehmarn, Germany's flagship kite island, runs on the same logic. Seventeen water-sports areas face different wind directions, and you ride only inside the permitted zones shown on the local signage, the surfspot maps and the yellow wayfinding boards. Watersport is banned in the nature reserves and closed zones. Mobile schools have to register with the city administration at Bahnhofstr. 5 in Burg before they teach.
The zone map, spot by spot
At Grüner Brink the only water you may ride is the marked kite zone east of the bathing area, reached from the car park and a walk of up to about 500 m to the water. On the water the western boundary is the sight line from the nature-reserve sign and the utility building; on the sand, green poles mark where the reserve starts.
That reserve runs about 2.5 km along the coast and extends 150 m out into the sea, so a chunk of the water is closed. Bird breeding can shut the beach outright. Rig and derig on the meadow behind the bridge, but launching or landing there is not allowed, and landing inside the lifeguarded bathing zone draws heavy penalties.
Gold auf Fehmarn puts its kite zone about 200 m to the right of the windsurf area along the dike, after a walk of 300 to 400 m from the car park. Since the end of 2006 you may not ride directly in front of the two small islands or between them. Parking is paid: EUR 2 a day for a car, EUR 3 for a bus (2026).
At Gollendorf the protected land at Krummsteert and the small spit separating Lemkenhafen from the rest of Orther Reede must not be entered at all. Strukkamp is stricter about the way in: access is through Camping Strukkamphuk only, day visitors register at reception, and the site marks a kite zone, a surf zone and a bathing zone on the water.
The direction picks the spot, so you need a car
Easterlies are what people travel to Wulfener Hals for. West-sector wind is what makes Gold work, northeast through east is Grüner Brink, southwest round to southeast is Gollendorf. Pure east is straight offshore at Gold and at Strukkamp, and at Strukkamp a summer easterly picks up about one Beaufort of thermal over the warm land, which flattens the water and does not make it any less offshore.
One bridge, opened in 1963. The Fehmarnsundbrücke is the only fixed link to the mainland, and it bottlenecks badly on the Saturday changeover days in July and August. A stretch of the B207 near Avendorf is closed for construction until roughly June 2027, so check the routing before you drive.
The Puttgarden ferry to Denmark still runs a 45-minute crossing while the fixed link is built, with completion now expected around 2031. Burg auf Fehmarn, population 6,357 in 2023, is where the shops and the evening are; the spots have neither.
Two wind records, one island
The modelled cell at Wulfener Hals gives a windy-day share of 82 percent in January and 45 percent in August, on the metric of days with three consecutive riding hours over 12 knots, 2023-2024. Average speed runs 21 knots in January against 14.2 in August.
The measured record says the same thing about summer from the other direction: archived observations at Wulfener Hals from June 2000 to September 2005 average 6.4 to 8.5 knots by month with only 19 percent of readings at 4 Beaufort or more, while the exposed Staberhuk station on the south-east corner reads 9.3 to 12.5 knots by month over 2012 to 2026, with 43 percent at 4 Beaufort or more. Both are honest. One sits in a sheltered lagoon and the other does not.
April and May, then September and October, are the months locals name. Summer is the warm half and the light half at once.
Cold water, short season
Lagoon water averages about 18 C in July and August and 2.5 C in winter, so a wetsuit is normal almost all year: shorty or 3/2 in high summer, a full suit plus booties in spring and autumn, and a hood and gloves off-season.
Autumn and winter fronts are a different animal, and sessions have been ridden here in 40 to 57 knots. Campsites shut from November, which turns a late trip into van and supermarket logistics. Moon jellyfish show up in late summer and the sting is mild.

School kites run 5 to 16 square metres on 25 m lines, which is a fair bracket for what the year delivers. The full-day rental covers a kite in matching size, a board, a wetsuit and a harness.
Who should not book this
Anyone learning at Grüner Brink, where the wind you come for is onshore and beginners reportedly get sent away. "Wrong spot for beginners, 400km of Baltic coastline available; don't crowd 200 square meters" is the local line, twenty years old and still repeated.
Riders who live close enough to come whenever they like stay off the island from mid-June to early September. The queue to get across the bridge is part of the cost. No lifeguard covers Wulfener Hals, the Burger Binnensee or Gollendorf. The supervised beaches are Altenteil, Burgtiefe, Bojendorf, Strukkamphuk, Meeschendorf and Grüner Brink, and emergencies go through 112.
The water-sports station answers on +49 157 50431991 from April to October. That call, not the forecast, decides whether the lagoon is yours before six in the evening.
