This cluster is really the Pipa / Tibau do Sul stretch of the Rio Grande do Norte coast near Natal: a cliff-and-lagoon tourist town with a lively pedestrian strip at night, wrapped around wave and mixed lagoon/ocean kite spots that lean intermediate-to-expert rather than raw beginner.
It suits riders who want a full-service resort town — restaurants, bars, boat trips — attached to technical wave kiting, and suits less anyone hunting an isolated, undeveloped flat-water lagoon.

The spot cards

Good to know before you go3

  • Street parking in Pipa village is a known theft/extortion risk — use a guarded lot or go on foot.
  • Praia do Amor is rated intermediate/expert for a reason: high tide brings waves up to ~2 m onto a narrow launch with rocks and reef nearby.
  • Pipa village and Tibau do Sul are ~8 km apart by road — plan transport if you split time between the two.

The spots

  1. Praia do Amor

    ocean wave beach · side-onshore

Praia do Amor is the wave beach under the cliffs at Pipa, and it is the technical one; Barra do Cunhau down the coast is where you go for flat water.

Praia do Amor: the long version, the launch and the rules

    More on Praia do Amor

The Alisios blow side-onshore from E/ESE/SE at 15 to 25 knots. Nobody has published best months for this beach on its own; Pipa's high season is August to December and Amor is strongest in exactly that window. It is open Atlantic surf. At low tide the waves run 0.5-1 m and the beach is wide enough to rig without thinking; at high tide they can reach about 2 m and the sand shrinks to a strip with rocks at both ends, which makes high tide the better wave session and the worse launch. Intermediate and expert only: currents, reef, shorebreak, and a beach full of surfers and bathers who were there first. The lifeguards will hold a kite for you but there is no kite rescue. Praia do Amor is about 15 minutes on foot from central Pipa, and the water is 26-29 C, so leave the wetsuit at home.

    Getting on the water

Sandy tidal beach below the Pipa cliffs. Low tide leaves a wide launch with few obstacles; high tide narrows the usable beach and rocks sit at both ends.

    If it goes wrong

The lifeguards will help launch and land; there is no kite rescue.

    Room to rig

Tight and tidal. The usable strip is about 7 m wide at high water and up to roughly 12 m at low, and there is only around 100 m of beach before the rocks, which is four kites at once and no more.

    Rules and access

2026: no kite-specific rules for Praia do Amor. The working rule is to stay out of the surfers' way.

  2. Praia de Cacimbinhas

    ocean beach break

Cacimbinhas is the open bay on the Pipa coast of Rio Grande do Norte, on RN-003 between Tibau do Sul and Praia do Madeiro, and it is the exposed one: deeper water than the beaches in town, medium waves, cloudy water, and constant wind because nothing shelters it.

Praia de Cacimbinhas: the long version, the launch and the rules

    More on Praia de Cacimbinhas

The alísios blow from the E or SE at 15-25 kt, July to December the best months, with the southeast trades reportedly running through to February. Water is 27-28 C, shorts all year. You get in by stairs from the cliff-top road or by walking along the sand from Tibau do Sul, so pack light. Dunes and cliffs at your back, no rescue service, and no kite rules on paper as of 2026. It is a wave and freeride beach for intermediates and up; beginners learn on the Pipa lagoon and river-mouth setups, not here, and only strong swimmers should get far outside. Which way the wind sits to this beach is not stated anywhere reliable, which is a real gap for a spot this exposed.

    Getting on the water

Wide fine-sand beach between Tibau do Sul and Praia do Madeiro, backed by cliffs and dunes. Two ways in: down the staircase from the RN-003 cliff-top road, or a long walk along the sand from Tibau do Sul. Nothing on the sand itself, no shade and no services.

    If it goes wrong

No official rescue service has been found: no lifeguard post on the beach, and nothing kite-specific. The bay is open and deep, so treat every session as self-rescue and stay inside your own swimming range.

    Room to rig

medium to broad sand, depending on tide and beach users

    Rules and access

No kite-specific municipal rule found as of 2026.

Tibau do Sul - Malembá: the long version, the launch and the rules

More on Tibau do Sul - Malembá

Inside Lagoa de Guaraíras, on the Malembá side, the water is extra flat and that is where learners and intermediates go; at the mouth, where the lagoon empties into the sea, waves break over sandbanks that move, and the riding there is for people who already handle current and chop. Tibau do Sul proper, the stretch listed as Urtigas Reef, is open ocean and river-mouth water with small to medium waves off a big sandy beach. The wind is the southeast alísio, 15-25 kt, onshore to side-onshore. August to October is the safe bet; the wider season runs July to December, and the trades themselves blow July to February, so a late trip is not a gamble. Malembá means the ferry from Tibau do Sul or a buggy or 4x4 along the coast from Natal, and buggies and quads drive the beach itself. Nobody has confirmed a rescue boat on either side of the mouth. Whether tide matters at Urtigas Reef is disputed: one listing calls it tide independent, the sandbank descriptions say otherwise, so ask at the schools which way the bar is shaped this month.

    Getting on the water

Launch around the lagoon and the mouth at Tibau do Sul and Malembá, on Lagoa de Guaraíras. Malembá itself is reached by ferry from Tibau do Sul, or along the coast from Natal by buggy or 4x4.

    If it goes wrong

    No rescue service confirmed.

    Room to rig

big sandy beach around the ocean/river-mouth side; lagoon launch details only partly on record

    Rules and access

2026: no kite-specific rule at Tibau do Sul or Urtigas Reef, and nothing municipal was found.

Getting there & around

  • Natal (NAT), about 94 km / roughly 1h30 by road — the main gateway
  • João Pessoa and Recife airports are usable but further
Car neededNot essential inside Pipa village, which is walkable, but useful for reaching Tibau do Sul, Cacimbinhas and other spots outside the centre and for general flexibility. Rental counters (Localiza, Avis, Hertz, Alamo, Budget, Dollar, National) operate at Natal airport; a valid driving licence is required.
TransfersPrivate transfer companies quote around R$300 (2026) for up to 4 people from Natal airport, bookable at the airport or through any Natal hotel; ride-hail apps estimate around R$210 (2026) for the same run, though some drivers decline the longer inter-city fare.Locally, vans link Pipa, Tibau do Sul and Goianinha for about R$3 (2026); local taxis run R$15–25 depending on time and pickup point.
Road quirksStreet parking in Pipa village carries a real theft/extortion risk — the few paid lots are distant and expensive. Lock the car, don't leave anything in the boot for long, and keep small change for informal car-watchers.

Practical

LanguagePortuguese; limited English outside the tourist strip.
MoneyBrazilian Real (BRL); cards are widely accepted in Pipa centre, but carry cash for beach vendors and smaller pousadas.
SafetyMain risk flagged locally is theft/extortion around informal street parking in the village, not personal safety on the strip itself. Praia do Amor and Cacimbinhas are open-ocean wave spots with rocks, reef and currents — treat them as technical, not beginner, water.

What riders say

9 recurring claims

  1. The answer riders keep giving is that Pipa is the town and the kiting is somewhere else. Barra do Cunhaú, about ten to twenty minutes south, is what gets recommended: river flat water, cheaper, less touristy, and no nightlife at all.

    consensus×5 riders

  2. This coast faces east and runs on a different clock from Ceará. The usable window is roughly late July through November or December; by February the reliable wind has moved north and people who booked Pipa for Carnival find the wind gone and the prices up.

    consensus×4 riders

  3. Everyone who describes Pipa uses the word touristic, and it is said with a shrug rather than affection — good food, good places to stay, busy beaches shared with bathers and surfers, and a strip that has kept filling up.

    consensus×3 riders

  4. Cacimbinhas and Malembá are the workable middle: a beach break and a sandbank lagoon at the lagoon outlet, milder than Praia do Amor but still real waves that break hard, and the usual starting point for downwinders.

    consensus×3 riders

  5. Praia do Amor is a technical strip, not an open beach. The cliffs behind it throw eddies into the launch, the sand narrows to a handful of metres at high water, and swimmers and surfers already have most of it.

    majority×2 riders

  6. The Tibau do Sul river mouth has a genuine current problem. Outside the rock walls the water pulls, and one visitor watched three people in a week come close to drowning there.

    majority×2 riders

  7. Access to the Tibau side is a ferry problem. The crossing only works at certain water levels, the far bank needs four-wheel drive, and if you miss the last boat there is normally no way back.

    majority×2 riders

  8. Riders raise personal safety here in a way they do not for the Ceará spots — advice not to ride remote launches alone, and warnings about crime in the wider region.

    majority×2 riders

  9. There is a real gap between how the local material sells these spots and how visiting riders describe them: beginner-friendly lagoons in one telling, a narrow technical wave strip in the other.
