It only works on north through northwest. Anything with south in it is shadowed by the bluff and the marina, and a northeasterly blows straight offshore. Shilshole Bay Marina sits immediately downwind of the launch, and that single fact shapes the spot: ride upwind confidently before you come, and remember the flood current sets south towards it. Water is flat to choppy most days, about 5 in January and about 17 from June to September, and above roughly 20 knots it stacks into rolling swell of five or six feet. The season riders use runs May to September, peaking in July and August, by which point the beach belongs to everyone else too. Old dock pilings sit submerged off the north point at high tide.
Getting on the water
The north tip of the park. On lower tides there is sand to work with; at high tide people rig and launch from the grass field behind the beach, keeping the kite around 75 degrees so it clears the shrubs. Large grass area for rigging, plenty of riding room, toilets and showers, and a park lot that fills on warm weekends.
If it goes wrong
No patrol. The marina immediately downwind is a hazard rather than a backstop, and the flood current sets south towards it, so drifting is not a neutral outcome. Emergencies go through 911; the park is inside the city, so response is quick once someone calls, but nobody on the beach is watching the water for you.

It works as a winter launch: south and southwest wind comes in on and behind Pacific frontal systems, typically mid-teens to 20 knots, from roughly October through March. The beach is small, sand tangled with driftwood, logs and barnacle rocks, and it shrinks further at high tide. High water is also when the line of submerged deadhead pilings in the middle of the beach goes invisible. Stay off the far north end of the park when the tide is up; the railroad tracks run right along the water there. Squalls off the Sound build fast and with little warning. Two accounts of this beach disagree flatly: one calls it an advanced-only launch with an October-March season, the other rates it beginner to expert and puts the best months at May-September.
Getting on the water
Small beach, sand tangled with rocks, driftwood and large logs, with more room at low tide. The best rigging area is the small sandy hill just south of the foot path, which holds a handful of kites. Launch at the water's edge with the kite low and a hold-down on it, because the gusts arrive unannounced; up-and-over launches are the wrong move here. Body-drag out about a line length before riding away. Keep off the far north end of the park, especially at high tide, where the railroad runs close to the water; the tracks sit within a kite line of the high-tide shore both north and south of the launch. Riders coming down from spots to the north land here. Flush toilets in the parking lot and on the beach, and parking is never a problem.
If it goes wrong
No lifeguards. The park sits in Shoreline Fire Department ground: they train surface-water rescue crews for five miles of Puget Sound shoreline and run jet skis, rescue boards, Peterson tubes and dive lights, with 911 the call and (206) 533-6500 the non-emergency line. Until they arrive you are on your own in water too deep to stand in and cold all year, so deep-water self-rescue is the skill this beach asks for.
Room to rig
Tight. The sandy hill south of the foot path takes a handful of kites laid out. Below about 9 ft of tide there is sand to spare; above that the usable strip narrows fast and the obstacles go under.
Rules and access
2026: Shoreline's parks are open dawn to dusk unless the parks department has approved otherwise, and the gate is locked at dusk. The general park rules and Shoreline Municipal Code chapter 8.12 apply, and none of it names kiteboarding. The beach is an off-leash dog beach from November through April, which is exactly the kite season, so expect dogs around your lines. The restrictions that actually bite here are the ones on the ground: no launching at the far north end at high tide, and stay clear of the railroad.
