It is not a flat lagoon: shallow sand with chop and small to medium wind waves standing up over the bars, and breakwaters in central Focene that you keep well clear of. The wind information contradicts itself from one account to the next, so treat Focene as a spot you pick off a forecast rather than a place that delivers; the names in use locally are Ponente, Libeccio and Maestrale, plus the summer thermal sea breeze. What will actually end your session is the paperwork. Through the 2026 bathing season, kiting anywhere on the Fiumicino coast outside the named kite areas is banned, and inside them you need the signage up, a launch corridor installed and third-party insurance in the bag. Rigging room on the sand is enormous once you are in the right zone. FCO is close enough that Focene works as a session between flights, though planes overfly the beach and no kite-height limit has been published for it.
Getting on the water
Sandy launch inside the authorized Focene/Fiumicino kite zones, usually the northern Focene/Pesce Luna area depending on which corridor is signed that season. The beach is long and wide and the launch is big, but the 2026 ordinance narrows the legal kitesurf areas and makes corridors and signage a condition of using them.
If it goes wrong
No kite-specific rescue is confirmed. The 2026 rules require authorized launch corridors and signage and keep them clear for rescue craft; general bathing safety and nearshore navigation sit under the Coast Guard ordinance.

2026: Comune di Fiumicino Ordinanza Sindacale n. 29/04-05-2026 sets bathing season 16 May-20 September 2026 and bans kitesurfing on the whole Fiumicino coast during that season except listed kite areas A-G. Relevant Focene/Fiumicino areas include Zone E (50 m near ex La Perla), Zone F (100 m north of the reserve boundary on the Focene side), and Zone G at Pesce Luna (about 150 m, roughly 150 m south of the point and 250 m north of chiosco Azul). Use is limited to 20 m depth from the shoreline to protect dunes, bathers are banned from those kite areas, riders/schools/associations must have liability insurance, and activity is subordinated to adequate signage and launch corridors; lack of a corridor precludes kitesurfing. 2025 Coast Guard Ordinance n. 66/2025, confirmed by the 2026 municipal ordinance, requires launch corridors for sailing/motor craft in bathing waters, corridors 15-20 m wide and marked to 250 m, transit inside corridors at minimum speed not over 3 kt, and no nearshore navigation within 250 m of the coast without a corridor.

Thermal wind is the summer engine here: Ponente and Maestrale do most of the work, with Libeccio behind them, while the eastern and northern sectors either blow off the beach or come through gusty. The water state follows the wind, flat with southeast and northwest, choppier and wavy when it swings southwest. The bottom is sand, which is why the schools sit here. Kitesurfing Fregene, Makai and Point Break are on this stretch, with Rambla and the Maccarese section just south. Get the paperwork right before you drive out: in the 2026 bathing season kitesurf is banned outside the designated Fiumicino kite areas, and inside them riding still depends on an authorized launch corridor and signage being in place. Roman beach traffic owns the sand in July and August. A weekday in April or May is a different spot.
Getting on the water
Sandy launches along Fregene, mainly at the Villaggio dei Pescatori north end and the Fregene-Maccarese/Rambla section. In the 2026 Fiumicino bathing season riding is banned outside the named kite areas, and inside them it depends on an authorized launch corridor and posted signs.
If it goes wrong
No public rescue service covers kiters here. The schools on the Fregene sud stretch run their own inflatable for water assistance and are the practical cover: Point Break, on the Lungomare di Levante, works March to November and answers on 06 40049423 or WhatsApp 339 4442845. Nothing states that the boat goes out for a rider who is not their student, so ask before you count on it. The 2026 ordinance obliges whoever manages an authorised launch corridor to keep it free for rescue craft, which is the only rescue provision written into the rules.

2026: kitesurfing is banned along the whole Fiumicino coast for the duration of the bathing season, 16 May to 20 September 2026, except in the seven free beaches named in article 18 of Ordinanza Sindacale n. 29 of 04 May 2026. The Fregene-relevant ones are Zona C, 50 m of shore between the Rambla and BauBeach establishments; Zona D, 200 m between Fregene and Maccarese starting 50 m north of the Fregene-side boundary of the Riserva Naturale Statale del Litorale Romano; Zona E, 50 m between Fregene and Focene starting 50 m south of the groyne at the former La Perla; and Zona F, 100 m between Focene and Fregene starting 100 m north of the Focene-side reserve boundary. Inside those areas the ordinance guarantees free practice to individuals as well as to clubs and schools, but every rider must carry third-party liability insurance. On land the activity is confined to a strip 20 m deep from the shoreline to protect the dunes; bathers are excluded from the kite beaches and the water in front of them; walking on the dunes, putting up structures and running any commercial activity there are forbidden. Riding still depends on signage and on a launch corridor set at the centre of the relevant seafront and authorised by the Capitaneria di Porto di Roma under bathing-safety ordinance n. 66/2025 of 09 May 2025, confirmed for 2026. Without that corridor in place, kitesurfing is not allowed even inside the designated areas, and whoever installs it must keep it clear for rescue craft. Penalties fall under articles 1164 and 1174 of the Codice della Navigazione, from 1,032 to 6,197 euro. Outside the bathing season the zone restriction does not apply.

Passoscuro is a sandy beach on the Fiumicino coast north of Rome, past Fregene, and it reportedly blows harder and more regularly than the other Rome-area beaches.

Broad sand, a shallow bottom and water that moves more than at the calmer Roman training spots: good for freeride and freestyle, less good if you came for glass. The useful wind is Ponente and Maestrale from W-NW plus Libeccio from SW, thermal in summer and synoptic the rest of the year, and on thermal days it fills in during the afternoon. The legal side matters more than the forecast here. For 2026 the Fiumicino ordinance bans kitesurf along the whole municipal coast except named zones, and the Passoscuro ones are at the Fosso Cupino mouth and on the stretch between Passoscuro and Palidoro; each only counts when a launch corridor is physically installed and signed. Peak summer bathers take whatever is left. Rescue cover, the exact corridor coordinates and typical wind strength are all unconfirmed, so plan the day around a phone call rather than a forecast screenshot.
Getting on the water

Riding stays subordinate to a physically installed launch corridor and fixed/floating signage placed at the centre of the zone's beach front, matching Capitaneria di Porto di Roma Ordinanza di sicurezza balneare n. 66/2025 (confirmed for 2026); anyone installing a corridor must first get a separate Capitaneria authorization, and without an installed corridor the zone cannot legally be used for kiting even inside the bathing season. Riders need third-party insurance.

West wind, side to side-on, typically 12-18 knots, and that is the day to come for. Libeccio from the SW and Scirocco from the SE also work. Maestrale is side to side-off and gusty, and not worth the risk on this beach. Normal water is chop and small waves, but on stronger off-season days a wave forms over the shallow bar by the old bunker. The thing nobody mentions until it is too late is the semi-submerged breakwater near Mini Beach: it does not show, and it sits where you would come in. Summer means bathers, authorized launch corridors and paid parking that really is enforced.

2026: no bathing-safety ordinance covering this beach was found, so the rules that apply here are the ones the maritime authority for the Rome district and the Comune di Ladispoli issue each season. The standard Italian arrangement is that during the bathing season kitesurf launch and landing inside the reserved bathing strip must go through an authorised, buoyed launch corridor, installed with the competent municipality's authorisation, used one kite at a time, with a body-drag departure and re-entry near shore and no manoeuvring by the beach. An authorised launch channel at Marina di San Nicola is reported, but its permit and its operating dates are unconfirmed. Read the flags and the corridor buoys on the beach before rigging.
