Fregene is a long sandy beach on the Tyrrhenian coast north-west of Rome, inside the Comune di Fiumicino. Thermal wind is the summer engine here: Ponente and Maestrale do most of the work, with Libeccio behind them, while the eastern and northern sectors either blow off the beach or come through gusty.
The water state follows the wind, flat with southeast and northwest, choppier and wavy when it swings southwest. The bottom is sand, which is why the schools sit here. Kitesurfing Fregene, Makai and Point Break are on this stretch, with Rambla and the Maccarese section just south.
Get the paperwork right before you drive out: in the 2026 bathing season kitesurf is banned outside the designated Fiumicino kite areas, and inside them riding still depends on an authorized launch corridor and signage being in place. Roman beach traffic owns the sand in July and August. A weekday in April or May is a different spot.

Summer thermals are regular and moderate, enough for a first lesson and enough for a freeride session. Scirocco comes through gusty and Tramontana blows side-off.
Thermal wind is common through spring and summer, and April-September is the working season. Lessons at the Fregene kite center run from April to October. Summer has the better thermals and also the swimmers and the beach restrictions.

Rescue

No public rescue service covers kiters here. The schools on the Fregene sud stretch run their own inflatable for water assistance and are the practical cover: Point Break, on the Lungomare di Levante, works March to November and answers on 06 40049423 or WhatsApp 339 4442845. Nothing states that the boat goes out for a rider who is not their student, so ask before you count on it.
The 2026 ordinance obliges whoever manages an authorised launch corridor to keep it free for rescue craft, which is the only rescue provision written into the rules.

Rules & access
2026: kitesurfing is banned along the whole Fiumicino coast for the duration of the bathing season, 16 May to 20 September 2026, except in the seven free beaches named in article 18 of Ordinanza Sindacale n. 29 of 04 May 2026. The Fregene-relevant ones are Zona C, 50 m of shore between the Rambla and BauBeach establishments; Zona D, 200 m between Fregene and Maccarese starting 50 m north of the Fregene-side boundary of the Riserva Naturale Statale del Litorale Romano; Zona E, 50 m between Fregene and Focene starting 50 m south of the groyne at the former La Perla; and Zona F, 100 m between Focene and Fregene starting 100 m north of the Focene-side reserve boundary. Inside those areas the ordinance guarantees free practice to individuals as well as to clubs and schools, but every rider must carry third-party liability insurance. On land the activity is confined to a strip 20 m deep from the shoreline to protect the dunes; bathers are excluded from the kite beaches and the water in front of them; walking on the dunes, putting up structures and running any commercial activity there are forbidden. Riding still depends on signage and on a launch corridor set at the centre of the relevant seafront and authorised by the Capitaneria di Porto di Roma under bathing-safety ordinance n. 66/2025 of 09 May 2025, confirmed for 2026. Without that corridor in place, kitesurfing is not allowed even inside the designated areas, and whoever installs it must keep it clear for rescue craft. Penalties fall under articles 1164 and 1174 of the Codice della Navigazione, from 1,032 to 6,197 euro. Outside the bathing season the zone restriction does not apply.

  • Park early in July and August, when the lots behind the beach fill with Roman day trippers.
  • You do not need to sign with a school to ride the kite zones, but you do need third-party liability insurance in your own name; the ordinance names individual riders explicitly.
