Rome's kiters treat Focene Kitebeach, north of Fiumicino airport, as home water — shallow, chop-and-sandbar sea used for day sessions.

Inland thermals matter as much as synoptic wind: Campo di Mare's Ponente breeze typically fires between 13:30 and 15:30, adding 6 to 8 knots over a weak base wind through spring and early summer. Terracina splits the same way as the wider region, a tight wave launch at Tempio di Giove against broader sandy teaching beaches nearby.

The municipal bathing ordinance signed on 15 May 2026 sets a reserved kitesurf area with transit prohibited inside it and requires the launch corridor to be marked out to the coast guard's bathing safety ordinance; kitesurf, windsurf and surf launching or transiting inside the bathing zone during bathing hours is otherwise restricted, and kitesurfing is subject to the authorisations the regulations require.
