Palanga is Lithuania's biggest and busiest summer beach resort, an 18 km sandy waterfront with three distinct kite beaches strung along its length and an international airport on its doorstep. It's a proper, walkable resort town that suits riders who want an easy, social, family-and-party beach-town base; it does not suit anyone chasing empty, undeveloped coastline.

    That single detail is why, of the three Palanga-coast spots here, this is the one to learn on. South, southwest, west, northwest and north all give you something. There is room to lay out and land without negotiating for space, the crowd stays up in the resort centre, and the beach has designated uses including a pet-beach area. The 2020 municipal rules name Nemirseta north of the former lifeboat station as a permitted zone for kitesurfing, which is more than most of this coast can claim. The water is cold by any warm-water standard, summer average around 18 C, so the wetsuit is not optional.

    No Nemirseta-specific rescue service is documented; the wider municipality's seasonal beach-rescue stations (central posts from 15 May/1 June to 15 September, other points from 1 June to 1 September, generally 09:00-20:00) are the closest documented coverage, and this is ordinary bather rescue rather than dedicated kite rescue.

    2020 Palanga municipal safe-conduct rules name Nemirseta, specifically the area north of the former lifeboat station, as one of the zones permitted for kitesurfing and other extreme water sports, excluding municipal bathing areas; the same rules prohibit riding in bathing zones, in unsafe or red-flag conditions, and jumping or diving from the Palanga pier.

    It looks like Nemirseta and it rides harder: when west or southwest fills in, this turns into a wave beach, 1.5-5 m reported, with a shorebreak that punishes a slow water start. On lighter days the water runs from flat to choppy. North, northwest, west, southwest and south all work here. The sand is wide enough to lay out lines and land a kite, but in July and August the sunbathers hold the useful part of it. Send a first-timer somewhere else; this is an open-Baltic session.

    Šventoji sits at the top of Palanga municipality, close to the Latvian border, and the kite wave spot is the one listed as Sventoji/Jaws Rivermouth or Akinio nasrai: waves by the old wooden bridge, wide beach on either side.

    It works in north, northwest, west, southwest and south wind. The big days arrive with southwest storm systems, when waves reach up to 6 m; the shorebreak stays mild but the bottom is soft sand and it reshapes after every blow, so the bank you rode in June may not be there in September. Intermediate and advanced riders only. If you are learning, go to Monciškės down the coast, where the schools and the rental are, and understand that it is a separate beach and not this launch. Water is 18 C in summer and 4 C in winter, so a wetsuit is never optional here and winter wants a drysuit. Come between April and October; July and August bring the resort crowd onto the sand with you.

    Rules and access

    Palanga municipality legalised the boundaries and functional zones of its beaches, Šventoji included, by council decision No. T2-216 of 22 December 2021. The bathing areas inside them were fixed by administration order No. A1-174 of 8 February 2022. A functional active-leisure zone for extreme water sports was then established on the southern Šventoji beach by administration order No. A1-679 of 4 May 2022, and that zone is the designated area for board sports here. Stay out of the marked bathing water and check the municipal beach map before you rig. Nothing was found requiring a permit or club membership to kite in 2026.

  • Palanga International Airport (PLQ), located between Palanga and Šventoji — seasonal flights to London Stansted, Dublin, Oslo, Riga, Copenhagen and others
Car neededNot for central Palanga, which is very walkable with dedicated pedestrian streets; bikes are widely rented and recommended for reaching Šventoji, and Bolt ride-share is common. Covering all three kite beaches (Nemirseta south, Kunigiškiai central, Šventoji north near the Latvian border) in one day is easier with a bike or car.
TransfersBus 31 runs every 30 minutes from the airport to Palanga town and on to Klaipėda's bus and rail station. Long-distance buses run roughly hourly from Vilnius and Kaunas via Klaipėda, some continuing to Palanga.

  1. The three beaches are not interchangeable and people pick between them by conditions: Nemirseta is the flat, forgiving one with no shorebreak, Kunigiškiai has the shorebreak and gets proper waves in a west or southwest, and Šventoji is where the biggest and messiest stuff shows up.

  2. You wear a wetsuit here all year. Even in August the water is somewhere in the high teens to low twenties, and people who turn up with boardshorts expectations get a surprise on day one.

  3. In July and August the constraint is space on the sand, not wind. Kunigiškiai in particular fills with sunbathers and the launch and land becomes the careful part of the session.

  4. There is a real disagreement about summer. Some accounts treat April to October as one long windy stretch; others say midsummer goes light and unreliable and that spring and autumn are when it actually blows. Book a fixed week in July and you are gambling.

History & trivia

Scene & life

  • First mentioned in 1161, when Danish King Valdemar I arrived; granted city rights in 1791.
  • Successively occupied by the Soviet Union (1940), Nazi Germany (1941) and the Soviet Union again (1944); nearly half the pre-war population was Jewish, and 111 were killed immediately after the German occupation began in 1941.
  • Palanga sits on the historic Amber Road and remains known for amber jewellery.
