Oostvoornse Meer is a deep man-made lake on the edge of the Port of Rotterdam, dug during the Maasvlakte works and now shared by divers, windsurfers and kiters. It sits next to Oostvoorne but it is not the Oostvoorne sea beach, and confusing the two is the standard visitor mistake.
The north shore is cut up by many small breakwaters, so you launch out of a confined slot and ride out through gaps instead of off open sand. Water around 30 m deep means a failed relaunch is a long swim, and no organised rescue is documented.
Wind here is Dutch synoptic weather rather than a thermal you can plan a day around, and the land, the dunes and the port buildings around the lake make it gustier than the coast.
Come on E, when the sea beach is offshore and the lake is the better call, or on W and SW when the flow across the water is cleanest. Descriptions of the surface disagree: flat in places, short chop close to the breakwaters. Beginners belong at Oostvoorne beach, Rockanje or Slufter, which are separate spots with their own rules.

Typical strength

Autumn and winter are the strong half of the year. December and January sit at a median near 12 knots, with about a third of hours at 15 or more and one in seven at 20 or more. April through September the median falls to roughly 8 and only about one hour in nine reaches 15. Year-round the average is around 10. Modelled figures for the lake, indicative rather than measured, and they tell you nothing about the gusts, which are the real character of the place.

Gusty. Land, dunes, vegetation and port infrastructure ring an inland lake and break the flow into lumps. The sea spots nearby are cleaner; save Oostvoornse Meer for the directions that suit it and for riders who can handle holes in the power.
Open all year, and the wind season is not the beach season. October through March is when it actually blows, December and January hardest, with a third of winter hours at 15 knots or more.
April through September the median drops to about 8 and strong hours become rare — the April-to-September window quoted for this area is the recreation season for the windsurfing next door, not a wind season. Summer here is light and lumpy.

Rescue

No lifeguard, no rescue boat, no organised cover on the lake. The facilities listed for the north side run to food, toilets and free parking and nothing else.
What exists instead is a volunteer spot manager for the lake, listed with a phone and an email, and an information point at the beach club on the north shore that also gets you into the local kiters' WhatsApp group.
In 30 m of water that group is your plan: ride with a buddy who can see you, and be able to self-rescue and swim the gear in through the breakwater gaps.

Launch

Kite access is on the north side, by the parking and the Brunotti Beachclub information point. The small breakwaters cut the shore into sections, so you rig and launch in confined space and ride out through gaps rather than off a broad sandy beach.

Rules & access
2026: the lake is open all year and no permit is named anywhere. Safe wind directions for the north-side launch are W, SW, S, SE and E; the classification is advanced only; the start-and-landing zone is sand and cramped; parking at the water is free. Whether the lake is formally designated for kitesurfing is unsettled — it appears both as a listed kitespot and as explicitly not an official one, the second reading coming with a warning to keep clear of diving zones and underwater obstacles. Read the signs at the water before you launch. Kiting into the protected nature area north of the lake is out either way.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Park on the north side by the Brunotti Beachclub and read the signs there before rigging; sources disagree on whether the lake is officially designated for kitesurfing.
  • Launch only if you can self-rescue in deep water and get back through the gaps between the breakwaters.
  • Do not confuse the lake with Oostvoorne beach / Autostrand; they are minutes apart and run under different rules.
  • Give divers and windsurfers a wide berth and stay out of the marked diving zones.
  • If the lake is holey, drive on and compare Slufter, Oostvoorne beach or Rockanje before you pump.
