Winter days follow the front. A southerly ahead of a front works from late morning through mid-afternoon. After the front, NE holds through the early morning until around 10-11am, then NW fills in and is at its best mid-afternoon. Tampa Bay timing rather than a measurement at the island.

Picnic Island Park is the deep-water option on the South Tampa shoreline of Tampa Bay: more depth and more chop than the flats at Skyway Beach, Fort De Soto or Cypress Point, which is exactly why the foil crowd ends up here. Kitefoil, wingfoil and a twintip in bump all work. A first lesson does not.
SW is the smoothest wind because it comes across the bay; W and NW get in after crossing land and you feel it. NW at the southern tip drifts riders toward MacDill Air Force Base, so that combination is expert-only and the restricted area is not negotiable. Stay out of the boat channel off the north side of the island.
It is a City of Tampa park at 7409 Picnic Island Blvd, open sunrise to sunset with the boat ramp running 24 hours, and there is a beach, a dog beach, a pier, restrooms and parking.
Winter is the season: cold fronts from roughly December to February, with the good wind before and after the front, and around 15 kt on a normal frontal day.

Around 15 kt on an ordinary winter frontal day, and 15-20 kt on the southerly that comes ahead of a front, which is routinely under-forecast. Tampa Bay area figures; no measurement exists for Picnic Island.

Rescue

No lifeguards and no organised kite cover. The park has restrooms, an outdoor shower and changing rooms but nothing on the water, and the school jet-ski that covers lessons sits at Skyway Beach on the far side of the bay.
This is the deep-water spot of the Tampa group, so the walk-in that saves you at Cypress Point is not always available: a rehearsed self-rescue, a leash you can actually release and somebody on the beach who knows you went out are the whole safety system. Shore emergencies go through 911; the city parks administration line is (813) 274-8615.

Rider tips

  • Wear booties or shoes on the walk down: shells on the beach, sand spurs in the grass.
  • Check the grass where you lay your lines out before you pump.
  • Treat NW at the southern tip as expert-only; the drift takes you toward the Air Force base.
  • Take SW when you can get it. It crosses the bay and comes in smoothest.
  • Give the boat channel north of the island a wide berth.
  • For a Tampa winter front, about 12 m at 160 lb and 9 m at 120 lb is the regional starting point.
  • Deep water and nobody watching: rehearse the self-rescue before you need it, and tell someone on the beach you are going out.
  • Time it for mid-afternoon after a front. The morning NE dies around 10-11am and the NW comes in behind it.
  • The boat ramp runs 24 hours but the park gates follow sunrise to sunset.
