Manguinhos is the bay-side beach of Buzios: roughly 8 km of curved sand on the north/northeast-facing side of the peninsula, which is why the NE holds better here than on the ocean beaches.
July to January is the season, a thermal NE sea breeze on top of the synoptic fronts at 15-25 knots; the rest of the year is rideable but you wait more.
Water is calmer and shallower than the open-ocean side, though how far out you can stand at Manguinhos is unconfirmed, and Praia Rasa next door is the beach pushed for beginners. This is a sailing beach first.
Boats, moorings and dinghies share the water, and the shore is cut up by restaurants, the sailing club and the built-up stretch around Porto da Barra and the Pier de Manguinhos, so launch space depends on which side street you walk down.
A 2021 bill would confine sports to the Porto da Barra-to-pier stretch with hour limits; no enactment has been confirmed, so ask a local rider before rigging near the pier. Winter water is 18-22 C; after a front, a shorty.

Rescue

No kite rescue and no confirmed lifeguard post on Manguinhos. The emergency number is 193, the fire brigade, which handles beach and sea rescue in Brazil. What is actually in the water next to you is sailing-club traffic, dinghies and moored boats, not a rescue boat, so self-rescue and a body-drag back to the sand are the plan.

Rules & access
Beach use in Buzios, Manguinhos included, runs under municipal Lei Complementar 6/2002, in force in 2025, which does not mention kitesurfing; commercial nautical-sport operations sit under Lei 41/1997. A 2021 bill, PL 09/2021, would allow informal beach sports along Manguinhos except on the stretch from Porto da Barra to the Pier de Manguinhos, and outside designated zones would bar them 08:00-17:00 from December to March and 09:00-15:00 the rest of the year.
It names altinha and frescobol, not kitesurfing, and leaves the list of sports to a Sports Department resolution. It was still in the constitution and justice committee in March 2021, no enactment has been confirmed, and as of 2026 no kite-specific rule is in force.
