Praia do Foguete is a long, fairly empty ocean beach on the road between Cabo Frio and Arraial do Cabo, and it takes wind from most directions.
N/NE, the spring and summer sea breeze, comes in cross to cross-on for the SE-facing sand and is the wind the surf break works on; SW is terral, offshore, and arrives with the cold fronts. Wind season runs September through March, mid-teens on most forecast days.
The catch is the water: NE wind drives the Cabo Frio upwelling and the sea can drop to about 18 C in the middle of summer, so a shorty lives in the car.
Lagoinha do Foguete, next door, is a very small flat patch used for learning; the open beach has shorebreak and water that gets deep (how fast is disputed) and is not where you do your first waterstart.
Praia do Forte/Praia do Foguete is a legal nautical-sports stretch under Cabo Frio law, but the law does not name Foguete as its own kite zone.

The bottom is uneven, holes sit between the banks and rip currents run out through them, so waist deep and out of your depth can be one step apart. Rescue

Lifeguards from the state fire brigade cover the beach and have pulled swimmers out of the surf off it. Nothing kite-specific: no chase boat, no paid downwind pick-up, and the quieter sections have almost no services. Emergencies go to 193 for the fire brigade, 192 for an ambulance.

Rules & access
Cabo Frio Lei 1.736/2003, amended by Lei 3.048/2019 and still in force, regulates use of maritime, river and lagoon beach-adjacent areas; motorized vessels must stay at least 200 m from shore in bathing areas.
Article 2 designates the Praia do Forte - Area C stretch for nautical leisure sports including sailing, surfing, windsurfing and kitesurfing; the law does not name Praia do Foguete as a separate kite zone.

Rider tips

  • Ask which spot the session is at: open Praia do Foguete or the tiny Lagoinha do Foguete learning patch. They are not the same session.
  • SW is terral, straight offshore; treat it as a no-go without downwind support.
  • Pack a shorty even in summer; NE wind means upwelling and the water can hit 18 C.
  • Low tide is the better tide for the surf break; check it before a kitewave day.
  • It is 4-5 km from central Cabo Frio, about 15 minutes by car or local bus; the quieter sections have no services, so bring water.

Route

Praia do Foguete lies about 5 km from central Cabo Frio on the RJ-102 toward Arraial do Cabo, reached off Avenida Litorânea. There is parking near the sand and local buses run past.

Transfer

About 15 minutes from central Cabo Frio or the Cabo Frio bus station; about 10-15 minutes from CFB depending on exact launch and traffic.
