- Kerhillio's municipal campsite is only open mid-June to mid-September; outside that window, book elsewhere in Erdeven or Plouharnel.
- Carnac's megalith tourism overlaps with peak beach season, so July-August accommodation should be booked well ahead.

The isthmus at Penthièvre is the narrow neck of the Quiberon peninsula, and its bay side, the sector known as Stop Andouille, is a flat-water spot for winds with an easterly component: anything from north round through east to south.

The ocean side is a short walk across the isthmus, and that is where you go when the wind turns west. That is the whole trick of the place. The bay is shallow, reportedly standing depth throughout, calm enough for a first lesson in an east wind, and it is a mid- to low tide spot: the 2025 municipal order allows kites only from three hours before to three hours after low water and bans them at high tide. Underfoot are oyster shells and oyster parks, plus the dyke; reefs are also mentioned, unconfirmed. In high season, 29 May to 11 September 2025, the zones are regulated and the bay side is off limits at the south end near Camping de Penthièvre and its parking. A typical wind range and best months for the bay side are unconfirmed; the water is 17.4 C in summer and 10.1 C in winter, so a full suit most of the year. The exact geometry of the official zone map is also unconfirmed.
Getting on the water
Bay-side launch on the narrow Penthièvre isthmus, the Stop Andouille sector, with parking by the municipal campsite; the ocean-side Penthièvre beach is a few minutes away across the neck for west winds. The bay strip is tide-governed and vanishes at high water, so the fallback at full tide is Sables Blancs to the north. Penthièvre is shared water, bathing zone and nautical activities in the same space, and the summer zoning is marked on the beach.
If it goes wrong
No kite-specific rescue and no safety boat. Cover here is the summer bathing service: Penthièvre ouest and Kéraude are the two supervised beaches on the commune, staffed 1 July to 31 August, 13:00 to 19:00 in the cited 2022 season, with beach wheelchairs kept at the Kéraude post. Outside those dates and hours nobody is watching the bay. Plan a self-rescue and a downwind landing onto sand before you launch.

2025 Saint-Pierre-Quiberon municipal order 100.2025: high season runs 29 May to 11 September 2025. In high season, aero-traction water sports are authorized only in defined zones: South Penthievre Ocean (access point 1), for technical riding plus one teaching zone; North Penthievre Ocean (access points 10-11), for technical takeoff/landing only, not recommended for beginners; Penthievre Bay, with launch/landing restricted at the southern end near Camping de Penthievre and its parking; and Pouladen/Moulin Rouge north, for experienced riders only. Aero-traction sports may only be practised from three hours before to three hours after low tide and are prohibited at high tide. Outside high season, all beaches are open with a minimum 50 m distance from swimmers required.
Grande Plage de Carnac
Grande Plage de Carnac is a resort beach on the Baie de Quiberon, sheltered water that rides as freeride and freestyle in SW, S and SE wind, from mid tide down to low tide, with rocks off both ends.

Access is at the left end of the beach, and at high tide with the wind from the sea there is barely room to get a kite up. South Brittany wind is a mix: E-NE anticyclonic flow at 12-18 kt, a summer W thermal of 15-18 kt in the afternoon, and depression winds of 15 to 30+ kt; there are 224 days a year of Beaufort 4 or more, the windiest being March, December and January, then May, February and November. None of that helps if you cannot launch. Carnac's 2018 municipal order proscribes kitesurf launches from every beach in the commune, with no season dates in the text, so read it as a year-round ban even though several school pages still call it a summer rule. In practice the schools send riders to Plouharnel and Erdeven on the ocean side, or take them out by boat. Go by the signs on the beach and the mairie notices.
Getting on the water
Rideable from mid tide to low tide, with rocks on both sides. Access is on the left part of the beach; high tide can leave little space for takeoff when the wind is onshore.

2018 Carnac municipal order 2018-239 is still the regulation cited in 2026: kitesurf launches are proscribed on all Carnac beaches because the activity is incompatible with bathing near the marked swim channels. The clause carries no season dates, unlike neighbouring Morbihan spots with explicit high-season windows, so treat the ban as year-round; the summer-only version you will still read elsewhere does not match the order text.

It takes N, NE, E, SE or S, and the session you want is a fine-weather E to NE anticyclonic flow of 12-18 knots, when the Baie de Quiberon goes flat and the freestylers turn up; it is at its best when water height and direction line up. Mid tide to high tide is the safe window. Low tide on a big coefficient uncovers the oyster parks and their posts; if you go out then, stay to the right of the parks, and wear booties because the shells cut. Beginners can learn here, and the schools teach around Plouharnel, but this is a shellfish beach with moorings and bathing areas in front of the campsites, not a lagoon. When the wind sits more N to NE it goes irregular. The Plouharnel order of 3 March 2025 covers this beach and the kite zone is drawn on the panel at the entrance, not published online, so read the panel. Nobody has published a wind range for this beach on its own; the 12-18 kt anticyclonic figure, the 15-18 kt summer W thermal and the reported 224 days a year at Beaufort 4 or more are all Carnac-area numbers.
Getting on the water
Bay-side launching is from the beach at the end of the road through the state forest, by the Sables Blancs car park. The mooring zones of Sables Blancs and Pen er Lé, and the strip between them and the top of the beach, are closed to the sport, so the usable ground is the sector beside them, as drawn on the panel at the entrance. Wait until the tide has put water over the shell beds; at low water the oyster parks and their posts are dry.
If it goes wrong
No lifeguard on this beach. The commune's only supervised bathing zone is the mobile one at Sainte-Barbe, watched 13:00-19:00 in high summer (5 July to 29 August in 2025, 4 July to 30 August in 2026); outside that zone and those hours the water is unsupervised and you are on your own. Emergency call points are marked on the beach-zoning map, at Sainte-Barbe and along the ocean side. The schools around Plouharnel move between beaches with the wind, so a lesson boat may or may not be here on a given day.

Rules and access
Municipal order AR/VOIRIE/2025-20 of 3 March 2025 governs Plouharnel's beaches, and its zoning runs from 1 April to 30 September inclusive plus the school holidays and the Toussaint break. The Baie de Plouharnel is a Natura 2000 bird protection area, and inside it kitesurfing and windsurfing are forbidden from 1 November to 31 March; the rest of the year they are allowed around high water only, and without trampling the seagrass beds. Activity sectors are lettered on the information panel at each beach access and marked by colour-coded poles on the dune; outside a lettered K sector, kiting has to take place beyond 200 m from the water's edge as it stands at that moment. On the bay side, launching is from the beach at the end of the road through the state forest: the Sables Blancs and Pen er Lé mooring zones, and the strip between them and the top of the beach, are closed to the sport. Kite wings are banned on the beach inside the bathing zone unless a zone is set aside for them. Ringed plover nest in the top of the beach and along the tideline from April to the end of August, at Sables Blancs north in particular, so keep off those strips. A declared kite school may field at most three instructors with four kites each. Dogs are barred from the beach, leashed or not, except at Mané Guen, and motorised access to the sand needs authorisation.
Plage de Sainte-Barbe
Plage de Sainte-Barbe is the ocean side of Plouharnel, a wide sandy beach facing southwest at the root of the Quiberon peninsula, and it is a wave spot first.

It takes S, SW and some W swell, and the wave riders want W or NW wind, more rarely SE; N and SE get used too, but NE is offshore to side-off along this stretch and only for people who know what they are doing. Size depends on the regime: an anticyclonic E-NE flow gives 12-18 kt, the summer W thermal 15-18 kt in the afternoon, a depression anything from 15 to 30+ kt. The waves get powerful and reach about 3 m in a strong swell, and there are baïnes, so this is not a first-season beach even though it works at all tides. Le Mentor and Mané Guen, next door, get a rebound off the steeper beach at high tide. From 1 April to 30 September and the Toussaint holidays you kite only between posts 25 and 26, about 300 m to the right of the beach access, and in 2026 lifeguards run a bathing zone from 4 July to 30 August, 13:00-19:00. The local table counts 224 days a year at Beaufort 4 or more, but nobody has published a monthly knots series for this beach.
Getting on the water
Rig on the sand inside the signed kite zone when the high-season zoning is on: the Sainte-Barbe zone sits between posts 25 and 26, about 300 m to the right as you arrive on the beach. The sand is clear of rocks and obstacles, so what you read before launching is the swell and the position of the baines, not the beach itself.
If it goes wrong
Sea rescue is coordinated by CROSS Etel, whose zone runs from Penmarc'h to the Spanish border: 196 free from any phone in France, VHF channel 16 on the water. On the sand the only cover is the mobile supervised bathing zone at Sainte-Barbe, 4 July to 30 August 2026, 13:00 to 19:00, and those lifeguards watch swimmers rather than kiters. Outside that window and those hours nobody is watching the beach, so ride with someone ashore.

2025: the Plouharnel municipal order of 3 March 2025 governs nautical and beach activities including Sainte-Barbe; it replaced a 2024 order that still circulates. Kite is authorized at Sainte-Barbe in the zone between posts 25 and 26, about 300 m to the right when arriving at the beach, during high season from 1 April to 30 September plus the Toussaint holidays. Kitesurf outside the dedicated zones must stay more than 200 m from the waterline, and activities not on the list, wingfoil and windsurf among them, are not authorized in that high-season zone. A supervised bathing zone operates at Sainte-Barbe from 4 July 2026 to 30 August 2026, 13:00-19:00.
Plage de Kerhillio
Kerhillio is the Erdeven beach at the foot of the Quiberon peninsula: long and sandy with a flat bottom, open to the Atlantic, rideable at every tide and in NW, W, SW or SE wind.

The west end is the sheltered part; the further east you go the more swell comes through, and at high tide with a proper westerly the waves are real, so this is where the local wave and freeride crowd rides and where the Morbihan schools teach from March to November. Summer thermals fill in with surprising regularity. In summer the kite zone is the south-east part of the beach only, beyond the yellow cylindrical buoys and south of the bathing area, and you rig and launch facing the two marked reference points; kiting anywhere else on the beach is not authorized. The lifeguard post runs 12:30-19:00 from 2 July to 30 August (2026), and it is a first-aid post, not a kite rescue. There are rocks and seaweed on the right of the beach and stakes can surface after a storm, whatever anyone tells you about a beach with no obstacles; ask a school before your first session. SE is offshore or cross-off going by the map, unconfirmed on the sand. Beginners are fine in moderate wind inside the zone; on a big swell day it is a wave session and nothing else.
Getting on the water
The kite area is the south-east part of the beach: rig and launch facing the two marked reference points, beyond the yellow cylindrical buoys and south of the bathing area. A kite channel has been marked here through the summer since 2004. Kiting anywhere else on the beach is not authorised. Free parking behind the dune, except in July and August when the grass lot is charged.
If it goes wrong
A first-aid post with lifeguards covers the marked bathing zone in summer, 12:30 to 19:00 daily from 2 July to the end of August (2026). It is not a kite rescue and it does not watch the kite zone. A 5 m corridor on the sand has to stay clear for emergency vehicles. At sea, 196 reaches the French coastguard.
Rules and access
2026: kitesurf at Kerhillio is authorised only in the south-east part of the beach, beyond the yellow cylindrical buoys and south of the bathing area, rigging and entering the water opposite two marked reference points; nowhere else on the beach. The beach is watched by the CRS in summer and the first-aid post runs 12:30 to 19:00 from 2 July to 30 August. Sailboats have their own 15,000 m2 area with seasonal hours, and traction kites are allowed outside the bathing zones. Dogs are banned 1 April to 30 September, metal detectors 15 April to 30 September between 10:00 and 19:00, and horse access is restricted from May to early September. Parking is free except in July and August, when the grass lot costs 1 EUR (2026). Sea rescue is 196.
Petite Mer de Gavres
The Petite Mer is the closed tidal lagoon on the north side of the Gâvres tombolo, and it only exists as a kite spot for a few hours a day: mid to high water, roughly 2 hours before to 2 hours after high tide, because at low tide it drains out.

Inside that window the water is flat and sheltered, which is why the local freeride and freestyle crowd rides here while the wave riders cross to the ocean side. It takes wind from six directions, NW, W, SW, S, SE, E, but south wind comes over the dune turbulent at the launch and north wind arrives off the land irregular, so flat water does not always come with clean wind. The launch is the weak point: the road runs close to where kites go up and come down, and the Gâvres Kite association is still working on a new authorized launch area. From 1 October to 31 March the Fond de la Petite Mer is closed to all nautical craft under the biotope order for wintering birds (2026), and where exactly that protected zone ends relative to the usual launch is unconfirmed, so read the signs before you rig. Not a spot to learn on alone. The best bet is a summer high tide on a westerly; Petite Mer-specific wind numbers have never been published.
Getting on the water
The launch and landing patch is tiny at high tide and fills up fast, and the departmental road runs close behind it, which is the main danger here. Wind from the south is often shadowed by the dune below, so kites can be difficult to get up from the sand while the lagoon itself has clean wind. There is no parking along the departmental road: use the isthmus car park at the entrance to the peninsula, or Porh Puns, depending on which launch area the tide allows. The Gavres Kite association is still working on defining a new departure zone, so the place to rig may move.
If it goes wrong
No dedicated rescue for independent riders is confirmed. The local schools and the association give supervised lessons and advice, nothing more.

Tiny and saturates quickly at high tide. Space, not water, is the limiting factor on a good day.
Rules and access
2026: The biotope-protection order of 11 October 2018 covering the Fond de la Petite Mer de Gavres (Natura 2000 / Rade de Lorient) closes the protected area to all nautical craft from 1 October to 31 March, windsurf boards, kitesurf, beach craft, kayaks and stand-up paddle boards included. Navigation the rest of the year was preserved, and a new authorized departure zone is still being defined. French Division 240 article 240-2.11 makes it compulsory to mark every kite and board with your surname, first name and telephone number. Parking is prohibited along the departmental road on the isthmus.
